Once when Red Iron came there, at the summons, or rather after the repeated summons of Governor Ramsay, it turned out that nearly four hundred thousand dollars of the cash payment due to the Sioux, under the treaties of 1851-'2, were paid to the traders on old indebtedness!

On the other hand, these treaties were negotiated and proclaimed with all the pomp and ceremony which would appeal to the Indian's mind and impress him with his importance as a member of a sovereign nation.

Is it possible, then, to make that intercourse more advantageous or more satisfactory after separation than before? Can aliens make treaties easier than friends can make laws? Can treaties be more faithfully enforced between aliens than laws can among friends?

He believed so firmly that national self-interest would lead all European powers to make suitable treaties with the United States that he considered the navy as wholly superfluous, and would have been glad to sell it.

Carthage and Rome now converted their old commercial treaties into an offensive and defensive league against Pyrrhus , the tenor of which was that, if Pyrrhus invaded Roman or Carthaginian territory, the party which was not attacked should furnish that which was assailed with a contingent on its own territory and should itself defray the expense of the auxiliary troops; that in such an event Carthage should be bound to furnish transports and to assist the Romans also with a war fleet, but the crews of that fleet should not be obliged to fight for the Romans by land; that lastly, both states should pledge themselves not to conclude a separate peace with Pyrrhus.

Had we shown the same contempt of the French power with our ancestors, and the same steadiness in our councils, the same firmness in our alliances, and the same spirit in our treaties, that court would never have ventured to break a known solemn stipulation, to have exasperated a brave and determined adversary by flagrant injustice, and to have exposed themselves to the hazard of a war, in which it would have been the interest of every prince of Europe who regarded justice or posterity to wish their defeat.

These treaties provided for the refunding of the foreign debt, in each case through loans made by American bankers and secured by the customs duties, the collector in each case to be approved by the United States and to make an annual report to the Department of State. These treaties were not ratified by the Senate. Secretary Knox then tried another solution of the question.

These are the treaties which, for many months, filled the senate with debates, and the kingdom with clamours; which were represented, on one part, as instances of the most profound policy and the most active care of the publick welfare, and, on the other, as acts of the most contemptible folly and most flagrant corruption, as violations of the great trust of government, by which the wealth of Britain is sacrificed to private views and to a particular province.

It is sufficient on the present occasion to say that the wanton violation of the rights of person and property of our citizens committed by Mexico, her repeated acts of bad faith through a long series of years, and her disregard of solemn treaties stipulating for indemnity to our injured citizens not only constituted ample cause of war on our part, but were of such an aggravated character as would have justified us before the whole world in resorting to this extreme remedy.

It was not enough that they should be pillaged of their possessions; that the rights guaranteed them by the solemn treaties of Government should be blown aside like so much waste paper by the armed force of the American Fur Company; that whole tribes should be demoralized with rum and then defrauded; that shoddy merchandise, for which generally no market could be found elsewhere, should be imposed upon them at such incredibly high prices, that they were bound to be beggared.
