He regarded that land as more important than the Congo; for, in addition to the strategic value of its coasts, it offered a fulcrum in the west whereby to raise the Moslems against the Triple Entente.

France had been engaged for some years in the peaceful penetration of Morocco. By the terms of the Entente of 1904 England recognized Morocco as being within the French sphere of influence and France agreed to recognize England's position in Egypt. The German Kaiser had no idea of permitting any part of the world to be divided up without his consent.

There is no object here in mentioning names, especially as the responsible political leaders themselves only heard the details of what had happened much later, and then in a very unsatisfactory way at a time when the pacifist tendencies of the Entente were slackening. It was impossible then to see clearly in such a labyrinth of confused and contradictory facts.

Another explanation of the Franco-Russian entente is fully as tenable as the theory that the Czar based his policy on the seventh beatitude. A careful survey of the whole of that policy in Asia, as well as in Europe, seems to show that he drew near to the Republic in order to bring about an equilibrium in Europe which would enable him to throw his whole weight into the affairs of the Far East.

I doubt if a British federation will strengthen the British Empire. Mutual interest is the great federator. The unwritten Constitution of England has more binding force than the written Constitution of the United States. The Triple Entente is stronger and more binding than the Triple Alliance.
