On the Entente side, the converse was always true, and that is why, though it suffered many military reverses, the Entente won the war.

Then a commission repaired to Alscuth, where it easily persuaded the Archduke to come to Budapest. Here he at once visited all the heads of missions and spent the whole day in negotiations. 'As a result of negotiations with Entente representatives, the Archduke Joseph undertook a solution of the crisis. He then called together the old state police and a volunteer army of eight thousand men.

Just at the moment when the President's appeal to the entire belligerent world coincided with the spontaneous statement of our group, in which we gave a solemn proof of our willingness to conclude a just peace and one acceptable by our enemies, a fresh and larger minefield was laid down in the North Sea on the route of the world's traffic, and, casting ridicule on the noble initiative of the United States, a war of destruction against our groups of Powers was announced by the Entente.

It was at once suggested that the Emperor made the revelation expressly to weaken, if not destroy, the Entente. Stanek and Korosec in the name of all Czechs and Yugoslavs in favour of a Czecho-Slovak and Yugoslav State, the speech of deputy Kalina denying all responsibility of the Czechs for the war, and expressing Czech sympathies with the Entente Powers, and the terrible story of persecutions which the Czechs had to suffer from Austria during the war, told by deputy Stribrny, formed a veritable "Mene Tekel," a death sentence pronounced by the Austrian Slavs on their tyrants in Vienna and Budapest.

These principles announced by President Wilson, and already proclaimed in part by the Entente Powers when they stoutly affirmed that they were fighting for right, for democracy and for peace, did not constitute a concession but a duty towards the enemy.

The Germans refused and replied: 'If you insist you will be hanged. Of course the Germans never kept their word except when they promised to hang some one! But the Entente replied by deeds recognising the Czecho-Slovak army as an Allied and belligerent army. Thereupon the Austrian Government asked us, Czech leaders in Austria, to protest against it. But of course we refused.

You will remember that when the central powers said that they were ready to talk peace terms the nations of the Entente replied that there could be no peace as long as the Danes, Poles, and Alsatians were forcibly held by Germany in her empire and as long as Austria denied the Ruthenians, Roumanians, Czechs, Slovaks, Serbs, and Italians in their empire the right either to rule themselves or to join the nations united to them by ties of blood and language.
