Upon the whole, not caring very actively for us, one way or the other, they take it amiably; they try to get our point of view, and, as if it were a thorn, self-sacrificially press their bosoms against it, in the present or recent entente cordiale.
But the Kaiser, who was more of a soldier than a statesman, sided with his military friends. The war was on, not only between Germany and the Entente, but between the Foreign Office and the Army and Navy. This internal fight which began in July, 1914, became Germany's bitterest struggle and from time to time the odds went from one side to another.
In any case the Monarchy would have fallen and German-Austria have arisen as she has done now; and I doubt whether the part played by that country during the proceedings would have recommended it to the special protection of the Entente.
Carthage, the sea power, succumbed to a land power, Rome. In modern times France, with a navy second to England's, fell in ruin before Prussia, which had practically no navy at all. And in the World War it required the entry of a new ally, the United States, to save the Entente from defeat at the hands of land power, despite an overwhelming superiority on the sea.
This time their message, which lacked a definite address, was presumably intended for the anti-Bolshevist population of Hungary, whom it indirectly urged to overthrow the Kuhn Cabinet and receive the promised reward namely, the privilege of entering into formal relations with the Entente and signing the death-warrant of the Magyar state.
When these facts had been hammered in, Mrs. Prentiss moved on to the two cardinal facts for whose elucidation the rest had been a mere preamble: that the Central Powers were beaten and knew it, but were determined to go on sacrificing the manhood of the country, reducing the population to the ultimate miseries of mind and body rather than yield; and that the only hope of obtaining mercy from the Entente Allies in the inevitable hour of surrender was to dethrone the Hohenzollerns and establish a Republic.
Had the Allies made known to the Greeks definitely and in a public manner just what they were to expect by joining the Entente, the policy of the king would have been frustrated. But here again the ambitions of Italy in Asia Minor and in the Greek archipelago caused the same hesitation. The result was that popular enthusiasm was so dampened that the king was able to pursue his own policy.
The purpose in view was to preserve a cordial entente between these trusted chiefs and the masses whose interests they represented and on whose support they relied.
In other words, recognizing for the first time in the history of the modern world that black men are human. It may not be possible to build this state at once. With the victory of the Entente Allies, the German colonies, with their million of square miles and one-half million black inhabitants, should form such a nucleus. It would give Black Africa its physical beginnings.
The Entente Powers have replied much more definitely and have stated, in general terms, indeed, but with sufficient definiteness to imply details, the arrangements, guarantees, and acts of reparation which they deem to be the indispensable conditions of a satisfactory settlement. We are that much nearer a definite discussion of the peace which shall end the present war.
