In these common undertakings each nation is expected to contribute what it can in sharing the heavy load. Each supplies part of a strategic deployment to protect the forward boundaries of freedom. Constantly we seek new ways to make more effective our contribution to this system of collective security.

"Dad says it's the world war...that we'll be dragged in...that Germany has had it up her sleeve for years...believes that bomb was made in Berlin...nothing under heaven could have averted this impending war but a huge standing army in Great Britain...hasn't Lord Roberts been crying out for it?....Dad and I dined at his house one night in London and the only picture in the dining-room was an oil painting of the Kaiser in a red uniform, done expressly for Lord Roberts...funny world...and now Britain's got a civil war on her hands and mutinous officers who won't go over and shoot men of their own class in Ulster....Russia hasn't built her strategic railways all the money used up in graft....Oh, Lord!

There, taking their places as though in accordance to a strategic plan laid down for them, they ponderously massed themselves, and presently, as at a given signal, drew nearer to earth, and halted, an irresistible great army, awaiting orders. Somewhere under cover of them the sun went his way, transmitting a sulphurous heat.

In fact, those leaders there concluded that strategic movement to the rear which was absolutely necessary if they were not to be overwhelmed singly. They viewed the retreat in a very different light. To the cautious Barclay it portended a triumph long deferred, but sure: while the more impulsive Muscovite looked upon the constant falling back as a national disgrace.

The American Red Cross works through the "oeuvres" which it found already operating in the devastated area; it places its financial backing at their disposal, its means of motor transport and its personnel; it grafts on other "oeuvres," operating in newly taken over villages, in which Americans, French and English work side by side for the common welfare; at strategic points behind the lines it has established a chain of relief warehouses, fully equipped with motor-lorries and cars.

He could not insult them since it was not in his nature, and perhaps many of them had really urgent errands. So he called up the carpenter and ordered a strategic route cut from his office to his hearth, and perhaps told of it after with much merriment.

Foreseeing the struggle, the French began to construct a chain of forts connecting the St. Lawrence settlements with the Mississippi. The chief strategic point was at the junction of the Allegheny and Monongahela rivers, the present site of Pittsburg. The Ohio company were first on the ground, and in 1753 took steps to occupy this spot.

But with manufactured woollen goods the case was different, since the Flemings held the lead; and shipping also demanded artificial encouragement first, because it was necessary to enterprise in the development of the export trade, at present largely carried on in foreign bottoms; second, because the King was, at least to some extent, alive to the strategic uses of a fleet which could be requisitioned for war purposes.

Common sense should also teach even the highest paid propagandist in America that there is, from the standpoint of China, an immense distinction between a national menace located half way around the globe, and one within two days' sail over an inland sea absolutely controlled by a foreign navy, especially as the remote nation has no other foothold and the nearby one already dominates additional territory of enormous strategic and economic value namely, Manchuria.

They had followed the Frenchmen, had gone parallel with them for scores of miles, and had at last at this strategic point waylaid them. The conference was short. The French ranged in column on one side, the Indians on the other, and then the chief stepped forward. De Troyes did the same and not far behind him were Iberville, the other officers, and Perrot.
