The natural map shows a line of obstinately non-German communities, stretching nearly from the Baltic to the Adriatic. In a second line come the Great and Little Russians, the Roumanians, and the Bulgarians. And here both Great Britain and France must defer to the wishes of their two allies, Russia and Italy.

At the same time, as there was a danger that the Bulgars, thoroughly disappointed in their aspirations, might secede from us, it became absolutely impossible to hand over the Dobrudsha to the Roumanians.

I heard many stories as to the jealousies and dissensions which had broken out during the war between the Russians and their allies. The siege of Plevna, in particular, had left bitter memories behind it. The Roumanians openly accused the Russian officers of having selfishly sacrificed the soldiers of the little principality in order to save the lives of Russians.

We tried then at Bucharest to steer our way through the many shoals; not mortally to offend the Roumanians, to observe as for as possible the character of a peace of understanding, and yet to keep both Turks and Bulgars on our side.

Miandasht is the first place in Khorassan proper, and among the motley gathering of charmdars, camel-drivers, pilgrims, travellers, villagers and hangers-on about the serai, are many Khorassanis wearing huge sheepskin busbies, similar to the head-gear of the Roumanians and Tabreez Turks of Ovahjik and the Perso-Turkish border.

Thus, the very trick that the French wished Roumania to work upon Bulgaria was now worked upon her by the central powers. France and England were helpless. They sent one of the best of the French generals to teach the Roumanians the latest science of war, but men and guns they could not send. Look at the map and see how Roumania was shut off from all help except what came from Russia.

In Hungary, with its subject kingdoms of Croatia and Slavonia, there are 8,750,000 Magyars, 2,000,000 Germans, and 8,000,000 other non-Magyars. Of these, 3,000,000 are Roumanians and well over 5,000,000 Slavs. The Croats, or Roman Catholic Serbs, number 1,800,000, and their Orthodox brothers are 1,100,000 in number.

And it was Bulgarians, Greeks, and Servians, with the active assistance of the Montenegrins and the benevolent neutrality of the Roumanians, who, in the war of 1912-1913, drove the Turk out of Europe, leaving him nothing but the city of Constantinople and a territorial fringe bordered by the Chataldja line of fortifications.

In Roumania last December I followed General von Falkenhayn's armies to the forts of Bucharest. On Thanksgiving Day I crossed by automobile the Schurduck Pass. The Roumanians had defended, or attempted to defend, this road by mounting armoured guns on the crest of one of the mountain ranges in the Transylvanian Alps. I examined a whole position here and found all turrets were made in Germany.

As very few of the better class of workingmen could be got for such work, these specimens of the new American hero contained an assortment of the criminals and thugs of the city, besides Negroes and the lowest foreigners-Greeks, Roumanians, Sicilians, and Slovaks.
