There is more than a fanciful resemblance between Civilis and William the Silent, two heroes of ancient German stock, who had learned the arts of war and peace in the service of a foreign and haughty world-empire.
The leaders and high priests of the world have used the name of Christianity to bless their own nefarious works with, till the soul is sick at the very sound of the word; but surely the time has come when the peoples themselves out of their own heart will proclaim the advent of the Son of Man conscious of it, indeed, as a great light of brotherhood shining within them, even amid the clouds of race-enmity and ignorance, and will deny once for all the gospel of world-empire and conquest which has so long been foisted on them for insidiously selfish ends.
Had Providence permitted a fusion of the two races, it is, possible, from their position, and from the geographical and historical link which they would have afforded to the dominant tribes of Europe, that a world-empire might have been the result, different in many respects from any which has ever arisen. Speculations upon what might have been are idle.
The desire to make the empire a world-empire, by means of a world-wide religion, is clearly shown in the attempts to provide recognition and altars in Rome for all the respectable foreign gods, next to the indigenous ones. But a new world-religion was not to be made in this fashion by imperial decrees.
The second now took the first place in his thoughts; he could only bring England to his feet and gain a world-empire by shutting out her goods from the whole of the Continent, and thus condemning her to industrial strangulation. In a word, Trafalgar necessitated the adoption of the Continental System, which was built up by the events now to be described.
At a moment when the breathing space had been agreed upon before the conflict should be renewed; on a wider field than ever, between Spanish-Austrian world-empire and independence of the nations; between the ancient and only Church and the spirit of religious Equality; between popular Right and royal and sacerdotal Despotism; it would have been desirable that the soldier and the statesman should stand side by side, and that the fortunate Confederacy, gifted with two such champions and placed by its own achievements at the very head of the great party of resistance, should be true to herself.
I have proved that, as Society is constituted, it is the worst and not the best qualities of humanity that win wealth and power, and such respect as the vulgar of all classes can give. But it is not such power as this that I would lay at your feet, when I ask you to share the world-empire with me. It is an empire of peace and not of war that I shall offer to you."
Were after generations to learn, only after curious research, of a pretender who once called himself, to the amusement of his contemporaries, Henry the Fourth of France; or was the world-empire for which so many armies were marshalled, so many ducats expended, so many falsehoods told, to prove a bubble after all? Time was to show.
Verdugo would rather have sent thirty thousand men to save the front door of his great province than three hundred. But every available man and few enough of them they were had been sent out of the Netherlands, to defend the world-empire in its outposts of Normandy and Brittany.
This whole coast seems to be saturated with Teutons of a respectable class, apparently. They made themselves popular, they bought houses, drank wine, and joked with the countrymen." "What do you make of them?" I inquired. "I think the German says to himself: we want a world-empire, like those damned English. How did they get it? By piracy.
