The whole chivalry of Gascony and Guienne, the vast swarm of industrious and hardy Huguenot artisans, the Netherland rebels, the great English Queen, stood ready to support the cause of French nationality, and of all nationalities, against a threatening world-empire, of religious liberty against sacerdotal absolutism, and the crown of a King, whose only merit had hitherto been to acquiesce in a religious toleration dictated to him by others, against those who derided his authority and insulted his person.

Even the Tsar himself now saw that the gigantic game was virtually over, and that the stake of world-empire had been played for and lost.

Japan did not directly ask for military aid, which, as a matter of fact, she had no right to expect under the terms of the second Anglo-Japanese agreement, but she did demand favorable neutrality on the part of Great Britain as the guardian of the mobile forces of the Anglo-Saxon world-empire; in other words, Japan insisted that England should betray her own race for the sake of India.

Their lack of perception was due partly to their political inexperience; but a deeper reason for it lies in their wholly false estimate as to what "world-policy" and "world-empire" mean. Trained in the Prussian school, they thought of them, like soldiers, in terms of conquest, glory, and prestige. That way lies Napoleonism. None of the great Powers is wholly free from blame on this score.

Nothing amazes the modern mind so much as the exquisite paucity of forces and of funds by which the world-empire was fought for and resisted in France, Holland, Spain, and England.

Made thus by the Fates the cockpit of the great struggles for World-Empire, the Balkan Peninsula was doomed to a bloody history: and the doom has not yet passed away. Perhaps it is some unconscious effect on the mind of the pity of this that makes the traveller to the Balkans feel so often a sympathy, almost unreasonable in intensity, for the Balkan peoples.

Here lay the secret of German naval policy, of German hopes that Britain would remain out of the inevitable struggle with France and Russia, of German ambitions for a world-empire. The German nation had not up to the passing of Bismarck been the enemy of the British people and until its belated entrance upon the field of world politics and expansion the people had not even been rivals.

With the French and English sovereigns united with the Provinces, the cause of the Reformation might triumph, the Spanish world-empire be annihilated, national independence secured. Henry assured the Ambassador that the treaty of Vervins was indispensable, but that he would never desert his old allies.

If, for the present, Russia is successfully starved into submission to foreign capital, Russia also will, when the time is ripe, attempt a new rebellion against the world-empire of finance. I cannot see, therefore, any establishment of a stable world-system as a result of the syndicate formed at Washington.

But what signified the winning or losing of such a place as Noyon at exactly the moment when the Prince of Bearne, assisted by the able generalship of the Archbishop of Bourges, had just executed those famous flanking movements in the churches of St. Denis and Chartres, by which the world-empire had been effectually shattered, and Philip and the Pope completely out-manoeuvred.
