Nothing amazes the modern mind so much as the exquisite paucity of forces and of funds by which the world-empire was fought for and resisted in France, Holland, Spain, and England.

England has here, with the aid of America, achieved extraordinary results. But the Somme and Arras showed that, even with those enormous resources, England was not able to beat us. Now, in his greeting to the American Allies, Lloyd George cries out: 'Ships, ships, and yet more ships. And this time he is on the right tack; it is on ships that the fate of the British world-empire will depend.

While Philip's world-empire seemed in one direction to be so rapidly fading into cloudland there were substantial possessions of the Spanish crown which had been neglected in Brabant and Friesland. Two very important cities still held for the King of Spain within the territories of what could now be fairly considered the United Dutch Republic St. Gertruydenberg and Groningen.

But what signified the winning or losing of such a place as Noyon at exactly the moment when the Prince of Bearne, assisted by the able generalship of the Archbishop of Bourges, had just executed those famous flanking movements in the churches of St. Denis and Chartres, by which the world-empire had been effectually shattered, and Philip and the Pope completely out- manoeuvred.

The whole chivalry of Gascony and Guienne, the vast swarm of industrious and hardy Huguenot artisans, the Netherland rebels, the great English Queen, stood ready to support the cause of French nationality, and of all nationalities, against a threatening world-empire, of religious liberty against sacerdotal absolutism, and the crown of a King, whose only merit had hitherto been to acquiesce in a religious toleration dictated to him by others, against those who derided his authority and insulted his person.

But the day has gone by of world-empires founded on the lust of conquest, whether that conquest be military or commercial. The modern peoples surely are growing out of dreams so childish as that. The world-empire of Goethe and Beethoven is even now far more extensive, far more powerful, than that which Wilhelm II and his Junkers are seeking to encompass.

What would become of the world-empire, where was the great king not of Spain alone, nor of France alone but the great monarch of all Christendom, to plant his throne securely, if his Frisian strongholds, his most important northern outposts, were to fall before an almost beardless youth at the head of a handful of republican militia? Verdugo did his best, but the best was little.

So while England was steadily building up a world-empire, penetrated with the forces of a modern age, France, loaded with debt, was taxing a people crying for bread taxing a starving people for money to procure unimaginable luxuries and pleasures for Madame du Barry, who had succeeded to the place once, held by Madame de Pompadour.

Thus the Hebrews missed the world-empire which the Arabs gained, but even out of their despair created another empire, the empire of thought; and the power to found this empire, whether expressed in the character of their warriors, or in that unparalleled conviction which marks the Hebrew in the remotest lands and most distant centuries, the certainty of his return, the refusal, unyielding, to believe that he has missed the great meed which, there in Palestine, there in the Capua of his race, seemed within his grasp, but attests further that it is in no lust for territory that these wars originate.

The days were coming when the People was to have more to say than the pope in regard to the disposition and arrangements of certain large districts of this planet. While the world-empire, which still excited so much dismay, was yielding to constant corrosion, another empire, created by well-directed toil and unflinching courage, was steadily rising out of the depths.
