The brilliant overture of Waverley as such, with its entirely novel combination of the historical and the "national" elements upon the still more novel background of Highland scenery; the equally vivid and vigorous narrative and the more interesting personages of Old Mortality and Rob Roy; the domestic tragedy, with the historical element for little more than a framework, of the Heart of Midlothian and the Bride of Lammermoor; the little masterpiece of A Legend of Montrose; the fresh departure, with purely English subject, of Ivanhoe and its triumphant sequels in Kenilworth, Quentin Durward, and others; the striking utilisation of literary assistance in the Fortunes of Nigel; and the wonderful blending of autobiographic, historical, and romantic interest in Redgauntlet: one cannot dwell on these and other things.

The utilisation of this Act has certainly resulted in the making of one fine street, a fine large debt, and the erection of a handful of artisans' dwellings. The changes, however, that culminated in Mr. Chamberlain's great project began years before the Artisans' Dwellings Act became law.

It has been proved, moreover, that this multiplicity of minute wheels and arms has a very distinct advantage in that it renders possible the utilisation of the expansive power of steam.

In connection with Chopin's production of tone, I must not omit to mention his felicitous utilisation of the loud and soft pedals. It was not till the time of Liszt, Thalberg, and Chopin that the pedals became a power in pianoforte-playing. Hummel did not understand their importance, and failed to take advantage of them.

That the north will become one of the richest portions of our continent there is no doubt; its immense mineral wealth stands but partially revealed, while its adaptability for settlement is practically unbounded. The progress and utilisation of the waste lands of the north will be an interesting experiment to watch.

Judging from the evidence we have on the subject, the process of the formation of the solar system was one which involved the utilisation of cometic and meteoric matter; and it fortunately so chanced that the comets likely otherwise to have been most mischievous those, namely, which crossed the track of planets, and still more those whose paths intersected the globe of the sun were precisely those which would be earliest and most thoroughly used up in this way.

A much more difficult problem is sure to arise, sooner or later, in connection with the utilisation of efficients. Some few years ago the present Prime Minister called attention to the waste of power involved in the training of the rich. They receive, he said, the best that money can buy; their bodies and brains are disciplined; and then "they devote themselves to a life of idleness."

He took steps towards the diversion of our house drain under the influence of the Sewage Utilisation Society; but happily he stopped in time. He hardly completed any of the operations he began; something else became more urgent or simply he tired; a considerable area of the Number 2 territory was never even dug up. In the end the affair irritated him beyond endurance.

The tacit, common-sense distinction to-day is, in effect, that any effort is to be accounted industrial only so far as its ultimate purpose is the utilisation of non-human things. The coercive utilisation of man by man is not felt to be an industrial function; but all effort directed to enhance human life by taking advantage of the non-human environment is classed together as industrial activity.

The desire to do increases the power to do; and desire and power united find new ways for the exercise of strength. Up to now Stephen's inclination towards Leonard had been vague, nebulous; but now that theory showed a way to its utilisation it forthwith began to become, first definite, then concrete, then substantial.
