While the world crashed to ruin about them and all the air was filled with the smoke of its burning, these low creatures gave rein to their bestiality and fought and drank and died. And after all, what did it matter? Everybody died anyway, the good and the bad, the efficients and the weaklings, those that loved to live and those that scorned to live. They passed. Everything passed.

And behind the thin firing line on either side a vast multitude of people will be at work; indeed, the whole mass of the efficients in the State will have to be at work, and most of them will be simply at the same work or similar work to that done in peace time only now as combatants upon the lines of communication.

Margaret had already taken a little house in Radnor Square, Westminster, before our marriage, a house that seemed particularly adaptable to our needs as public-spirited efficients; it had been very pleasantly painted and papered under Margaret's instructions, white paint and clean open purples and green predominating, and now we set to work at once upon the interesting business of arranging and with our Venetian glass as a beginning furnishing it.

Remained to work, direct, do, but three efficients out of a total ship's company of forty-five. I had no doubt that other efficients there were; it seemed impossible that my first impression of the crew should be correct. There was the carpenter. He might, at his trade, be as good as the cook. Then the two sailmakers, whom I had not yet seen, might prove up.

In practice, however, a very large proportion of men, even of the efficients, must be kept behind for civilian work; and in an industrial country such as Germany, mainly urban in population, this proportion is particularly large. We are safe in saying that the German army would not be reinforced during the second period by more than two and a half million men.

There were among them, naturally, inefficients as well as efficients. One had applied for promotion, and a board of three, among them myself, was assembled to examine.

Just how far the influence and contagion of the shareholding mass will reach into this imaginary household of non-shareholding efficients, and just how far the influence of science and mechanism will penetrate the minds and methods of the rich, becomes really one of the most important questions with which these speculations will deal.

A much more difficult problem is sure to arise, sooner or later, in connection with the utilisation of efficients. Some few years ago the present Prime Minister called attention to the waste of power involved in the training of the rich. They receive, he said, the best that money can buy; their bodies and brains are disciplined; and then "they devote themselves to a life of idleness."

They are the good workers, the efficients, the kinetic successes of the driven world. They make, at a certain level, good slave drivers because they feel within themselves a driving force. But suppose the adrenal type becomes uncompensated, or perhaps is inadequate to the demands of life to start with. Then the story becomes different.

Certain interesting side questions I may glance at here, only for the present, at least, to set them aside unanswered, the reaction, for example, of this probable development of a great mass of educated and intelligent efficients upon the status and quality of the medical profession, and the influence of its novel needs in either modifying the existing legal body or calling into being a parallel body of more expert and versatile guides and assistants in business operations.
