In 1966, Congress declared that "improving the quality of urban life is the most critical domestic problem facing the United States." Two years later it affirmed the historic goal of "a decent home . . . for every American family." That is your language.

Federal programs that will benefit all citizens are moving forward. Next year we will be spending increased amounts on health programs; on Federal assistance to science and education; on the development of the nation's water resources; on the renewal of urban areas; and on our vast system of Federal-aid highways.

We can suppose that after a century of experience of the delusions of urban comfort, the denizens of towns would welcome a reminder of the delights of life under the open sky. There would be a longing for something fresher, simpler, freer. At such a moment Theocritus, like the poet of Canticles, had an irresistible opportunity, and to this extent the Idylls and the Song are parallel.

But I have indicated in some completeness how the rural population could be co-operatively organized, federated together, and how the urban population could be organized and brought into a harmony of economic purpose with the folk of the country. Within the limits of object these suggestions amount to a policy for the nation.

So, while Rusticus will point out to you "the auld-fashioned standin' stane" on which he tells you that there are plain to be seen a cocked hat, a pair of spectacles, a comb, a looking-glass, a sow with a long snout, and a man driving a gig, Mr Urban will describe to you "a hieroglyphed monolith" in the terms following:

Probably Miss Lambart and Sir Maurice enjoyed the life at the knoll even more than the children, for the felicity of lovers is the highest felicity, and the knoll is the ideal place for them. Sir Maurice arrived at it not so very much later, considering his urban habit, than sunrise; and he did not leave it till long after sunset.

After the stunts Ray delicately vanished. It was not so much that he statedly went off to bed as that, presently, he was not there. Gertie and Carl were snugly alone, and at last he talked of Forrest Haviland and Tony Bean, of flying and falling, of excited crowds and the fog-filled air-lanes. In turn she told of her ambition to do something modern and urban.

Had he not seen them keeping watch at the wharf for Father Urban that day so long ago? He was almost certain it had been so. But what of that? How could they possibly connect him with the fugitive priest? It would soon be dusk now, so the comrades said adieu to each other and went their several ways.

No urban middle class in the proper sense of that term, no body of independent tradesmen and merchants, was ever developed in Rome. The cause of this was in addition to the disproportionate centralization of capital which occurred at an early period mainly the employment of slave labour.

Urban declared that Joan was now dethroned, and released her subjects from their oath of fidelity to her, bestowing the crown of Sicily and Jerusalem upon Charles de la Paix, who marched on Naples with 8000 Hungarians.
