I often met a very queer, distinguished looking old Spaniard named Don Jose Guell y Rente, who had been married to a sister of King Francis, the husband of King Isabella, but had been separated from her after, as he declared, she had tried to cut his throat. As witness to his connubial difficulties, he showed a large scar across his throat.
Next to the Tiers Consolide, Rachats de Rente are particularly worthy of attention; indeed, this debt is of so secure and sacred a nature, that the government has appropriated a considerable part of it to the special purpose and service of the hospitals and schools; two species of institutions which ought ever to be sheltered from all vicissitudes, and which, whatever may be the form or character of the government, must be supported and respected.
Mr Hoare showed in last month's Journal that the creation of the War Debt has caused a huge addition to what he has called Rente the gross income of the propertied classes; and there is much logic in his contention that this income is the source from which the debt charge should be met. How, then, shall we deal with the debt?
It was to tell you frankly that I came to this country for that purpose, in order that I might live as my ancestors have lived, with a hotel in Paris: But the chateau, grace a dieu, is not mortgaged, nor am I wholly impoverished. I have soixante quinze mille livres de rente, which is fifteen thousand dollars a year in your money, and which goes much farther in France.

In the fowrthe ordre are Artificers, and handicraftesmen. Whiche are deuided, some into Smithes, some into Armourers, some for one purpose, some for another, as is expediente. These doe not onely liue rente free, but also haue a certaine of graine allowed them at the kinges allowaunce.
What puzzles us is, that the Rente is at 53 why then was this new loan issued at 42? An attempt has been made to oblige those persons left in charge of houses occupied by foreigners here, to pay the tax upon absents. An energetic protest, however, of Mr. Washburne, has saved Americans from this extortion. Wednesday, November 9th. I bought a dozen newspapers this morning.
Hoare answered the question by proposing a scheme of taxation of what he called Rente, by which he meant all forms of "unearned income" "rentals from freehold and leasehold property, interest upon loans whether public or private, and dividends on joint stock companies or sleeping partnerships."
I am told such was the old man's affection for his country, and persuasion that he ought to do all the good he could, that he would have gone to Poland if they had offered him the crown. He has left six hundred thousand livres, and a rente viagere of forty thousand crowns to the Queen, saved from the sale of his Polish estates, from his pension of two millions, and from his own liberality.
Income was thus the basis of Mr Hoare's scheme. Rente he regards as an agency regulating distribution, and requiring to be constantly checked.
