The manufacture of a case of the contrabandists of divorce is often such a marvel of unscrupulous audacity, that its very lawlessness constitutes in itself a kind of legal security. Another question naturally arises: What are such divorces worth? We reply that the whole business is unblushing fraud upon the dupes who are entrapped into patronizing the business.

"Because, señor, there are other contrabandists besides José Medina; one little group at Tarragona and another near Garucha and they would all be very glad to see José Medina get into trouble with the British and the French. His feluccas fly the British flag and his factories are on French soil. There would be an end of José Medina." The letters were put in front of Hillyard.

Captain Marti was on board acting as pilot, and faithfully did he guide the government ship in the discharge of her errand among the bays and shoals of the southern coast. For more than a month he was engaged in this piloting to all the secret haunts and storage places of the contrabandists, but it was observed that very few stores were found in them!

The heretofore idle navy became infused with life and was promptly detailed upon this service, coasting night and day along the shore from Cape Antonio to the Point of Maysi, but to little or no good effect. A few captures were made, but the result was only to cause a greater degree of caution on the part of the contrabandists. In vain were all the measures taken by the officials.

He was at the limit of his walk from the window, thus engaged, when the door was violently and without warning broken open in such fashion that its edge struck him on the face. Here was Annette, blazing with some newly-discovered injury, and Paul at once recognised the ancient and too-well-remembered symptoms. The contrabandists had got through again, and this time with a vengeance.

The contraband trade was brisk, the contrabandists cheerful, and so long as England made no serious attempt to put into operation laws that the genial and business-like smugglers of the Atlantic sea-coast regarded as preposterous nobody complained, and international relations were cordial. But the situation was not seen with so bright an eye by the British merchant.

However, only God knows the truth of the matter. Let the inquisitive reader ferret it out for himself. The fact remains that a complete exposure of the dealings with the contrabandists followed, and that the two tchinovniks were put to the question, deprived of their property, and made to formulate in writing all that they had done.

"See, here is the passage. They say that it was made by the contrabandists, but it leads to nowhere; it has been blocked since many years. Do not fall on the stones; they are very slippery." A passage, even narrower than the first, led from the cave in which they had been standing. Bertrand went first, his hand stretched out behind him, still holding hers.

He proposes the distribution of the unoccupied lands among the "agregados" or idle "hangers-on" of each family; among the convicts who have served out their time and can not or will not return to the Peninsula; among the freed slaves, who have purchased their own freedom or have been manumitted by their masters; and, finally, among the great number of individuals who, having deserted from ships or being left behind, wandered about from place to place or became contrabandists, pirates, or thieves.

It would, no doubt, have been easy enough to have slid down by a rope; but this would place the first three or four men, if no more, at the mercy of the contrabandists, who, I could see through the wide chinks, were all armed, and not so drunk but that they thoroughly knew what they were about. It behoved us to be cool, and consider well the best course to pursue.
