Centralised administration may produce remarkable immediate results, but it does not encourage natural and steady growth. Meanwhile the English had awakened to the fact that England had, almost by a series of accidents, become the centre of an empire, and to the necessity of giving to this empire some sort of systematic organisation.
For instance, your State has now scarcely the privileges of a simple territory; your interests differ entirely from those of the central States of the Republic. Every day your laws are becoming more centralised. The President, who deals with your finances, resides at a distance of seven hundred leagues from your capital it is ridiculous!
Simultaneously the voracious demands of a centralised bureaucracy for reports and returns had left the district officer little leisure for that close touch with the people which in the past meant confidence and goodwill. Political restlessness had already for some years begun to manifest itself in anarchical conspiracies and crimes of violence, when the Great War began.
