At many polling stations ballot-boxes were provided of different colours or showing different symbols a horse, a flag, a cart, a lion, etc. adopted by candidates to enable the voter who could not read their names to drop his ballot ticket into the right box without asking questions apt to jeopardise the secrecy of the ballot.

At the present time, I am well aware that the word is proscribed even in the State's Prisons; everybody being just as good as everybody else; though some have the misfortune to be sentenced to hard labour, while others are permitted to go at large. As a matter of course, the selections made through the ballot-boxes, only go to prove that "one man is as good as another."

It may have been that the final preparations were not yet complete, or that the combatants were taking a brief breathing-space before entering the arena, or that Europe was waiting to see the decision of Britain at the ballot-boxes, or possibly the French fleet of war-balloons was not quite ready to take the air, any of these reasons might have been sufficient to explain the strange calm before the storm; but meanwhile the British nation was busy listening to the conflicting eloquence of partisan orators from a thousand platforms throughout the land, and trying to make up its mind whether it should return a Conservative or a Radical Ministry to power.

Now, when that will is regularly, soberly, repeatedly, and almost universally expressed through the ballot-boxes, at the various elections, and turns out to be in favor of the President, certainly no one can disregard it, nor otherwise look at it than as the solemn verdict of the competent and ultimate tribunal upon an issue fairly made up, fully argued, and duly submitted for decision.

"However it turns out, I can tell 'em all to go to the devil to-morrow," chuckled Thaddeus, rubbing his hands gleefully. "I don't think you ought to forget the lamps, Thaddeus," observed the mother-in-law at breakfast. "Here it is election day and you haven't yet decided where they shall go. Now I really think " "Never mind the lamps," returned Thaddeus. "Let's talk of ballot-boxes to-day.

"But we shall get it this session, shan't we?" said Miss Toogood eagerly, still stroking Delia's fur. "The Government will give in they must give in." And she began to talk with hushed enthusiasm of the last month's tale of outrages houses burnt, windows broken, Downing Street attacked, red pepper thrown over a Minister, ballot-boxes spoiled Suddenly it all seemed to Delia so absurd so pathetic

Sometimes they stuff the ballot-boxes, too, or go from one poll to another, voting over and over. Now Robbie Belle had joined in with all the other fun that autumn. There were imitation rallies and parades and receptions to candidates and mock banquets with real speeches and fudges and crackers to eat. She made a perfectly splendid presidential candidate at one of the meetings.

At eight o'clock the ballot-boxes were sealed up and conveyed to the town-hall, where the counting commenced in the presence of the Mayor, the candidates, their agents, and the necessary officers and assistants. Box after box was opened and the papers counted out into separate heaps, those for Colford into one pile, those for Therne into another, the spoiled votes being kept by themselves.

For ignobleness cannot, by the nature of it, choose the noble: no, there needs a seeing man who is himself noble, cognizant by internal experience of the symptoms of nobleness. Shall we never think of this; shall we never more remember this, then? It is forever true; and Nature and Fact, however we may rattle our ballot-boxes, do at no time forget it.

Public opinion in America has hitherto been nothing, unless it has managed to express itself by a majority of ballot-boxes. Public opinion in England is everything, let votes go as they may. Let the people want a measure, and there is no doubt of their obtaining it.
