Is not this Proposal the very essence of whatever truth there is in "Democracy;" this, that the able man be chosen, in whatever rank be is found? That he be searched for as hidden treasure is; be trained, supervised, set to the work which he alone is fit for. All Democracy lies in this; this, I think, is worth all the ballot-boxes and suffrage-movements now going.

"Who are the men who come forward to deposit their ballots in the ballot-boxes? They are the people of this country, to whom all questions must ultimately go for examination and correction. They correct the mistakes which we make, and which Congress makes, and which the Supreme Court makes. The electors at the ballot-boxes are the grand court of errors for the country.

Is "genius for the arts and those occupations requiring intellect and wisdom" sufficiently exemplified in adroitly stuffing ballot-boxes, forging soldiers' votes, and copying a directory, as has been done, as the return list of votes? Is the "inventive faculty" of "voting early and often" a passport to political brotherhood?

So this important functionary was accustomed, from time immemorial, to take his place in the deacons' seat, below, with the warning of the meeting, the statute-book, and the ballot-boxes arranged before him on the communion-table, which in course of time became so banged and battered, by dint of lusty gavel-strokes, that there was scarcely a place big enough to put one's finger upon which was not bruised and dented.
