The homestead legislation doubtless prevented great estates similar to those which sprang of a different policy of the Australian colonies, but did not carry out the broad principles of inalienability and land limitation of the original Agrarians. Their principle of homestead exemption, however, is now almost universally adopted.

Bebel, the leader of the Social Democrats, declares himself ready to shoulder a musket to defend the country; Heydebrandt, the leader of the Conservatives, and possibly the most effective speaker in the Reichstag, has spoken warmly in favor of social reform laws; the Clericals are for peace, almost at any price; the Agrarians or Junkers for a tariff on foodstuffs and cattle, and one might continue analyzing the parties until one would be left bewildered at their refining of the political issues at stake.

"Bedaub them, and the mass of the monikins, too, with just as much filth as you please. Indeed, if you wish to circulate freely in genteel society, I would advise you to get a pretty free use of the words, 'jacobins, 'rabble, 'mob, 'agrarians, 'canaille' and 'democrats'; for they recommend many to notice who possess nothing else.

There is even an anti-semitic party, small though it be, in the Reichstag, while the party of the Centre, of the Conservatives and the Agrarians, is frankly anti-semitic as well. No Jew can become an officer in the army, no Jew is admitted to one of the German corps in the universities, no Jew can hold office of importance in the state, and I presume that no unbaptized Jew is received at court.

He concluded with a very hard rap at the agrarians, a party that was just coming a little into notice in Great Britain, and by a very ingenious turn, in which he completely demonstrated that the protection of the landlord and the support of the Protestant religion were indissolubly connected.

The welfare of the agriculturists, who constitute nine-tenths of the whole population, was being ruthlessly sacrificed, and for what? For the creation of a manufacturing industry which rested on an artificial, precarious basis, and which had already begun to decline. So far the Agrarians, who champion the interests of the agricultural classes.

It had a radical programme and stood uncompromisingly against Austria, demanding independence for Bohemia chiefly on the ground of her historic rights. In the elections of 1901 the United Czech Club gained fifty-three seats, the National Socialists four and the Agrarians five.

His opponents, however, most of the great Agrarians and National Liberals, the men behind Tirpitz, continue to work for a new submarine campaign in which all neutrals will be warned that their vessels will be sunk without notice if bound to or from the ports of Germany's enemies.

In the parliamentary life of Germany the most significant change was the disintegration of the old parties, the strengthening of such groups as the Catholic Center and the Social Democrats, and the creation of a strong Agrarian party or interest. The Agrarians became prominent during the controversy over a commercial treaty with Russia.

The fiscal strife with Russia was keener and longer, but had the same result . Of a friendlier kind were the negotiations with Italy, Belgium, and Switzerland, which led to treaties with those States in 1891. It is needless to say that in each of these cases the lowering of the corn duties was sharply resisted by the German agrarians.
