This had been done directly under the guidance of Marx and Engels through Liebknecht and Bebel. Marx's ideas were there perfectly worked out, and nothing so much as that living, growing thing incensed the anarchists. Indeed, they seemed to be convinced that there was more of menace to the working class in these growing organizations of the socialists than in the power of the bourgeoisie itself.

The programme contains nothing as to the practical consequences of the provisions it contains, but Herr Bebel, in his book on "Woman and Social Democracy," gives some examples.

I lived in Russia in its darkest days, under several czars, when your life was the forfeit of a wink. I was a lawyer there, a politician, an intrigant. I knew Bebel and Jaurès and the men before them. I lived in Germany many years, in France, in England, anywhere, everywhere. I first came to New York from Siberia. I was broke. The Civil War was on.

At the German Socialist Congress of 1911, Bebel declared that to-day those who were most in need of protection were the consumers of agricultural products, the workingmen, lower middle classes and employees.

Up to the present, however, Herr Bebel and his cohorts appear to be happy in possessing power rather than in using it. Before completing the Emperor's domestic chronicle of more recent years, a few lines may be devoted to the role in which he has last appeared before the public that of farmer.

But what will Brother Bebel with his Haeckelism say to the present article? All in all, instead of calling his article "Darwinian Myths" Grottewitz might just as well have entitled it "At the Deathbed of Darwinism." May he bring out a series of "deathbed articles" to disclose the truth regarding Darwinism to his associates.

A short historical comparison will assist in making the Social Democratic action still clearer. In 1870, when Bismarck asked the Reichstag for a war credit to prosecute the campaign against France, the Socialists were few and helpless. Yet Liebknecht and Bebel refused to vote in its favour.

Gilles de la Tourette, Féré, and Augagneur in France agree. Hegar, replying to the arguments of Bebel in his well-known book on women, denies that sexual abstinence can ever produce satyriasis or nymphomania. He adds that, so far as his own observations are concerned, the patients in asylums suffer scarcely at all from their compulsory sexual abstinence.

It was the chief thought and labor of Marx during the first years of that organization to win for the English workers the suffrage, while in Germany all his followers including Lassalle as well as Bebel and Liebknecht labored throughout the sixties to that end.

At the German Socialist Congress at Hanover in 1899, Bebel said that even if the income of the working class was increasing, or even if the purchasing power of total wages was becoming greater, the income of the nation as a whole was increasing much more rapidly and that of the capitalist class at a still more rapid rate.
