Had the arguments and adjurations of the clever men who waged war on the Agrarians been addressed to the dust of the Teutones whom Marius exterminated in Provence, they could not have been more completely thrown away than they were.

This time they undoubtedly had one important result, that of making the urban population, especially that of the great industrial centres, more and more hostile to the agrarians and to the Government which seemed to be legislating in their interests. From this time forward the Social Democrats began to be a power in the land.

But since the crown belongs, by origin, tradition, interest and spiritual identity, in the camp of the Agrarians, the situation has been such as would inevitably take on a character of disaffection toward the dynastic establishment, in the conceivable absence of that strong surviving sentiment of dynastic loyalty that still animates all classes and conditions of men in the Fatherland.

If there be such a thing as an Agrarian on earth, he would fight bravely for his land, though it should be of no greater extent than would suffice him for a grave, according to the strictest measurement of the potter's field. Would every honest believer do as much for his religion? But what is Agrarianism, and who are Agrarians?

He managed equally to conciliate the Kaiser and Bismarck, Herr Harden and the Kölnische Volkszeitung, the Catholics and the Jews, the industrials and the agrarians. When the hour of disfavour came, Bismarck retired with his mastiffs among the pine-woods of Lauenburg, nursing his rancour and revenge. Bülow retired with quiet and graceful dignity among the statues and the flowers of the Villa Malta.

There are those of them called "agrarians," who contend that there should be a law passed to prohibit individuals holding beyond a certain quantity of ground; and that at given intervals of time there should be an equal division of property throughout the land. This is the most ultra, and least numerous class; the absurdity of whose doctrines must ultimately destroy them as a body.

The mother looked in on her way to the street, basket under arm. She was tired, and was dulled by the daily routine of trying to get food. She talked bitterly about the war, but though she blamed the Agrarians for not doing their part to relieve the food situation, she expressed no animosity against her own Government.

He had the sense to declare that all this was nonsense, but added, that the Agrarians, though not so numerous or so widely diffused as to create immediate alarm, were numerous in New York, where their influence was strongly felt in the civic elections.

All that has changed and the hosts who went singing on their way in the belief that they would be home in six weeks, have left behind homes many of them bereaved by the immense casualties, and most of them suffering from the increased food shortage. Class feeling soon increased. The poor began to call the rich agrarians "usurers."

As Prime Minister of Prussia, as Chancellor of the German Empire, as Foreign Secretary of the Teutonic Alliance, he has to keep a firm grip of all the threads, both of internal and of external policy. Distracted between Catholics and Protestants, between agrarians and industrials, between Germany and Austria, he has been made responsible for all the blunders of his subordinates.
