This progress may be taken as in some sense an index to that of the West as a whole, far more so than the apparently spasmodic increase in some of California's smaller centres. Los Angeles mounted from a population of 5,728 in 1870, and of 11,183 in 1880, to one of 50,395 in 1890. Oakland had but 10,500 in 1870. Ten years later the figure was 34,555; and in 1890 it was 48,682.

The first of the Lebaudy vessels was named the 'Jaune'; its length was 183 feet and its maximum diameter 30 feet, while the cubic capacity was 80,000 feet. The power unit was a 40 horse-power Daimler motor, driving two propellers and giving a maximum speed of 26 miles per hour.

The navy then numbered 183 sail about equal to that of France and Spain combined but owing to the strain of the war in the Mediterranean and Transatlantic stations only forty-three, including eighteen of the line, were available for home waters. Even counting all cruising ships "within call," as the phrase then was, the Government had barely one-fourth of the fleet at hand to meet the crisis.

It counted, not unreasonably, as a "Puseyite defeat."

Thirty days were consumed in the voyage from Spithead to Gibraltar, but no transport was dropped. Of the huge convoy even, it is narrated that after a heavy gale, just before reaching Cape Finisterre, the full tally of 183 was counted. After passing that cape, the traders probably parted for their several destinations, each body under a suitable escort.
