Germany later admitted that a German submarine sank the Sussex, and promised that the commander would be punished and indemnities paid to the families of those who perished. This was regarded at Washington as practically closing the submarine controversy, and the German war-cloud, which had assumed serious proportions, gradually passed away.
I knew that the need of much talk was a false need: as false as the diseased craving for books. To feel this was true of the widespread wandering folks who once came out of crowded Holland to resume a more ancient type, instructed me in what a false relation they stand to the rolling dun war-cloud of "Progress."
Those who witnessed the incident say it was like a buzz-saw cutting soft pine. When the present administration turned out the diplomats it spared the consuls-general and consuls. It was fortunate for the State Department that it showed this self-control, and fortunate for thousands of Americans who, when the war-cloud burst, were scattered all over Europe.
Dorn seemed strangely gay and unusually demonstrative; apparently he forgot the war-cloud in the joy of the hour. That they were walking in the open seemed not to matter to him. "Kurt, some one will see you," Lenore remonstrated. "You're more beautiful than ever to-day," he said, by way of answer, and tried to block her way. Lenore dodged and ran.
During the few weeks of comparative inaction which ensued, the affairs of Italy claimed his attention. The prospect of an Austrian re-conquest had caused no less concern to the friends of liberty in the peninsula than joy to the reactionary coteries of the old sovereigns. At Rome and Naples threats against the French were whispered or openly vaunted. The signature of the treaties of peace was delayed, and the fulminations of the Vatican were prepared against the sacrilegious spoilers. After the Austrian war-cloud had melted away, the time had come to punish prophets of evil. The Duke of Modena was charged with allowing a convoy to pass from his State to the garrison of Mantua, and with neglecting to pay the utterly impossible fine to which Bonaparte had condemned him. The men of Reggio and Modena were also encouraged to throw off his yoke and to confide in the French. Those of Reggio succeeded; but in the city of Modena itself the ducal troops repressed the rising. Bonaparte accordingly asked the advice of the Directory; but his resolution was already formed. Two days after seeking their counsel, he took the decisive step of declaring Modena and Reggio to be under the protection of France. This act formed an exceedingly important departure in the history of France as well as in that of Italy. Hitherto the Directory had succeeded in keeping Bonaparte from active intervention in affairs of high policy. In particular, it had enjoined on him the greatest prudence with regard to the liberated lands of Italy, so as not to involve France in prolonged intervention in the peninsula, or commit her to a war
The last time I had been there, before the war-cloud darkened the land, its streets were lined with powerful touring cars bearing the license-plates of half the countries in Europe, bands played in the parks, the shady promenade beside the river was crowded with pleasure-seekers, and its great tourist hostelries there were said to be upwards of 150 hotels and pensions in the town were gay with laughter and music.
That autumn the Chancelleries of Europe happened to be rather less egotistic than usual, and the English and American publics, seeing no war-cloud on the horizon, were enabled to give the whole of their attention to the balloon sent up into the sky by Mr. Onions Winter. They stared to some purpose. There are some books which succeed before they are published, and the commercial travellers of Mr.
Early in the spring of 1809 it was launched. By that time, however, the war-cloud had blown over, and the vessel was not then used for the purpose for which it had been constructed. More permanent results, however, were accomplished than the building of a ship. The knowledge and experience which Cooper then gained was something beyond and above what belonged to his profession.
We know to-day the splendid mechanical, intellectual, and art output that followed. It was in 1987, the Great Truce having been dissolved, that the ancient quarrel between France and Germany over Alsace-Lorraine recrudesced. The war-cloud grew dark and threatening in April, and on April 17 the Convention of Copenhagen was called.
The hidden path yet remains unexplored. It may always remain so; but we have the great fact of Divine providence in the rich and copious supply, that is none the less valuable because it flows from an unknown source, and comes to us through unexplored channels. Two angels sat on a war-cloud, watching the din of the fight, One was an angel of darkness, and one was an angel of light.
