The jailor is empowered, should the slightest provocation be offered, to flog the prisoner, or to load his limbs so heavily with irons, that he scarce can move. They found themselves pictured as the harshest of taskmasters, as unfeeling violators of native rights.

A vigorous and in the main an effective effort has been made to bring to trial and punishment all violators of the law, but at the same time care has been taken that frivolous and technical offenses should not be used to swell the fees of officers or to harass well-disposed citizens.

We have all, on this side of the Tweed, long since settled our opinions: his zeal for Roman liberty and declamations against the violators of the republican constitution, only stand now in the reader's way, who wishes to proceed in the narrative without the interruption of epithets and exclamations.

There are no Government or private detective agencies in our country, but a constant watch is kept on all public officials as well as private violators of the law, by the Government placing for sale in every postoffice and every military station and every prison Government envelopes with fifty-cent stamps on them, and any person interfering in the sending or tampering with said letters is punished by imprisonment for five years at hard labor.

Now, you who read this may not believe that you are one of the violators of this first commandment of good conversation, "thou shalt not interrupt"; but stop to think what small chance you have of escape when only one acquaintance of Stevenson's was acquitted of this crime. One must become conscious of the fact that he continually interrupts before he can cease interrupting.
