A letter from Secretary Bennet, on 12th November 1664, confirmed the governor in this course; and on 2nd February 1665, three weeks before the declaration of war against Holland, a warrant was issued to the Duke of York, High Admiral of England, to grant, through the colonial governors and vice-admirals, commissions of reprisal upon the ships and goods of the Dutch.

A few days afterwards the King and Queen came down to Portsmouth, and went on board the Queen Charlotte, to present the old Admiral for he was then seventy years of age with a diamond-hilted sword, and to hang a gold chain round his neck. They then dined with him, and returned on shore in the evening. One of the vice-admirals was made Lord Graves, and the other Viscount Bridport.

Not less important are the members of the Emperor's Marine Cabinet, consisting of admirals, vice-admirals, and wing-admirals. The personal adjutants divide the day and night service between them, so that there may always be three adjutants at the Emperor's immediate disposal.

I cannot easily imagine a more imbecile judgement than presides, or a more mischievous spirit than pervades, the whole of the diplomatic correspondence, the whole correspondence, not only of our professional politicians, our Ministers, our Secretaries, our Consuls, our Deputy-Consuls, but also a new class of political agents, who appear on the scene, the vice-admirals and captains of ships of the line, who all seem, in the waters of Sicily, to have been suddenly transformed, as if by the potent spells of the ancient enchantress who once presided over that coast, stripped of their natural military form, if not into the same sort of creatures, whose form she made men assume, yet into monsters, hideous to behold, mongrel animals, political sailors, diplomatic vice-admirals, speculative captains of ships, nautical statesmen, observers, not of the winds and the stars, but of revolts: leaning towards rebels, instead of hugging the shore; instead of buffeting the gale, scudding away before the popular tempest; nay, suggesters of expeditions against the established Governments of the Allies, with whom their Government lamented it could not draw the bonds of friendship more closely a new species, half naval and half political, whose nature is portentous, in whose existence I could never have believed.

On the 21st Vice-admirals Sir Allen Gardner and Colpoys and Rear-admiral Pole went on board the Queen Charlotte to confer, but they were informed that until the reforms were sanctioned by the king and Parliament they would not be accepted as final. This so angered Admiral Gardner that he seized one of the delegates by the collar and swore he would hang the lot, and every fifth man in the fleet.

We are apt to consider that the uniform of the navy differed greatly from the army; but in an order dated the 11th of January, 1783, admirals, vice-admirals, and rear-admirals were directed to wear coats very similar to those worn by generals, lieutenant-generals, and major-generals respectively, in the army, with the exception of the crown and anchor buttons.

The States, though much perplexed to find a successor to Martin Tromp, were so far from being discouraged that great energy was shown in reorganising the fleet. Jacob van Wassenaer, lord of Obdam, was appointed lieutenant-admiral of Holland, with De Ruyter and Evertsen under him as vice-admirals.

Before the end of April, notwithstanding the disappointment occasioned in the Netherlands by the loss of Calais, which the States had so energetically striven to prevent, the fleet under Admiral John of Duvenwoord, Seigneur of Warmond, and Vice-Admirals Jan Gerbrantz and Cornelius Leusen, had arrived at Plymouth, ready to sail with their English allies.

At that time we had admirals 17, vice-admirals 19, rear-admirals 19, post-captains 446, commanders 136, lieutenants 1417, and masters 197. The number of seamen and marines, including officers of all ranks, voted by Parliament for the service of the current year, was 45,000.

This contract being signed, Captain Morgan commanded his vice-admirals and captains to put all things in order, to attempt one of these three places; either Carthagena, Panama, or Vera Cruz.
