The farthest star is but a beacon light on some shore island of this sublime sea of space; and it beckons upward and outward to the unknown beyond. Yesterday's three-mile diameter of the horizon has been multiplied by ten. There is a far sweep of the landscape which makes the soul thrill. This is the supreme pleasure of the prairies.

After a three-mile stretch of farming country, he saw houses again. Lights were gleaming out in the windows. He heard wheels, and the regular trot of a horse behind him, then a mud-bespattered buggy passed him, a shabby buggy, but a strongly built one. The team of horses was going at a good clip.

Trenholme had had various negotiations with this Turrif and his neighbours, but he had only once been to the house he was now seeking and in the darkness, which had fallen completely during his three-mile walk, he was a little puzzled to find it quickly.

In the stream below, dimly outlined in the gloom, lay the Fair Play, a small tramp steamer; her crew were up and awake. The new arrivals were hurried aboard, and within a half-hour she was feeling her way seaward. With daylight, caution gave way to haste, and the rusty little tramp began to drive forward for all she was worth. She cleared the three-mile limit safely and then turned south.

The American commissioners failed to insist upon the right of the fishermen to land for bait, and this omission, together with an ambiguity in defining the "three-mile limit," enabled the British government to harass, harry, and even confiscate American fishermen for years.

Daneff, who represented Bulgaria, adopted a most truculent attitude and refused to yield on any point. As a result of the skilful diplomacy of the French ambassador, M. Delcassé, in reconciling the divergent views of the great Powers, Roumania was awarded, on April 19th, the town of Silistria and a three-mile zone around it, but was refused an increase on the seaboard.

And so they legally are, if the men who make them observe the three-mile open-water distance-limit fixed by international agreement as the proper territorial boundary of government control. Beyond three miles from shore all 'nationals' are on an equal footing.

The Massachusetts law allows the sale there of lobsters an inch and a half shorter than the length specified here; so their smacks come down, lie outside the three-mile limit, and buy 'shorts' of every fisherman who's willing to break the Maine law to sell 'em. Besides that, most of the summer cottagers along the coast buy and catch all the 'shorts' they can.

In the third place, they may stimulate, through tariff or shipping concessions, or by subsidies which are much talked of in Europe to-day a preference for their own manufactures over American products in both allied and neutral markets. Take navigation: England controls an immense shipping. As a matter of fact, outside the three-mile limit, she practically owns the waters of the world.

They were bathed in flame, acid streamed down their sides, and rockets tore at them. Shells burst upon them. And then it was over. The two ships, scarred and blackened; glared at each other across a three-mile expanse that had now turned to cinders. And that was all. Practically indestructible, and evenly matched, they had fought to a standstill. Neither ship had lost a man.
