That the history of Montenegro, as that of all the Balkan peoples, is but a part of the gigantic racial struggle of Slav and Teuton for command of the Near East. The Slav ever pressing Southward and Westward, the Teuton standing as a bulwark for West Europe and holding back the advancing hordes. It is also markedly a struggle for the supremacy of the Orthodox Church.
So the scattered clans of the Slav race were roughly drawn together into something resembling a nation by the strong arm of the Scandinavian. But the course of national progress is never a straight one. Nature understands better than we the value of retarding influences, which prevent the too rapid fusing of crude elements. This work of retardation was performed for Russia by Sviatoslaf.
Russia did not include this in the Treaty of San Stefano, but the scheme received the strongest support at the Congress of Berlin. The aim of both England and Germany was to hold back the ever forward-pressing Slav forces. Great Britain pledged herself to Austria previous to the Congress. Austria was offered Bosnia without reservation, and could then and there have annexed it.
Amongst the Aryan peoples, the Slav, the Hindoo, the Celt display valour, contempt for life unsurpassed, but unlike the Roman or the Teuton they have never by war sought the achievement of a great political design, or subordinated the other claims of existence, whether of the nation or the individual, for the realization of a great political ideal.
The late disturbance in the Far East marked the clashing of the dreams, for the Slav, too, is dreaming greatly. Granting that the Japanese can hurl back the Slav and that the two great branches of the Anglo-Saxon race do not despoil him of his spoils, the Japanese dream takes on substantiality.
For Conrad's tempests blow only to beat upon the mind whose behavior he is studying; his moral problems are raised only that he may study their effect upon man. If, then, we are to estimate Conrad's work, let us begin by defining him in these terms. He is a Slav who broods by racial habit as well as by necessity of his theme.
And naturally all the world has learned of it. That makes it so lively. The Nihilists warned me immediately that I would not reach Russia alive. That, finally, was what decided me on coming. I am naturally very contrary." "And how did you get through the journey?" "Not badly. I discovered at once in the train a young Slav assigned to kill me, and I reached an understanding with him.
There was the beginning there of a movement which might have developed on the lines of the Swiss Federation and grown to a Balkan Power in which the Slav element and the Graeco-Roman element could have combined, in spite of differences of language and of religion. The fact that Roumania stood out of the League was the first unfavourable circumstance.
He was troubled, and revived the worship of the Slav gods; erected on the cliffs near Kief a new idol of Perun, with head of silver and beard of gold. Two Scandinavian Christians were by his orders stabbed at the feet of the idol. Still his soul was unsatisfied.
Gorki has violently protested against the irresolute Slav, and Artsybashev has given us in Jurii the Russian as he is and in Sanin the Russian as he ought to be. But a disease obstinately remains a disease until it is cured, and it cannot be cured by hope or by protest. *Published at Yale University by the "Yale Courant."
