He was himself a great artist, but to him there was only one rational and beautiful and civilized art, and that was the decadent Graeco-Roman art. To him works like the Apollo Belvedere were the masterpieces of the world, and all other art was good as it resembled them. He and in fact most people of his time were still overawed by the immense complacency of that art.

Thus while the Roman statesman found it necessary to maintain the ius divinum without troubling himself to attempt to put any new life into the details of the worship it prescribed, content to let much of it sink into oblivion as no longer essential to the good government of the State, the greatest poetical genius of the age was proclaiming in trumpet tones that if a man would make good use of his life he must abandon absolutely and without a scruple the old religious ideas of the Graeco-Roman world.

It is not the object of this chapter to explain the meaning of rhetoric as the Graeco-Roman world then understood it, or the theory of a rhetorical education; for this the reader must be referred to Professor Wilkins' little book, or, better still, to the main source of our knowledge, the Institutio Oratoris of Quintilian.

In order, however, that we may understand this we must remember that the form of civilization with which the Middle Ages were continuous was the Graeco-Roman civilization of the later Empire, and not the great Hellenic civilization itself. What the Middle Ages knew was primarily that which the Christian Fathers like St. Augustine and St. Gregory the Great, St. Basil and St.

The mud-ocean of ignorance and fear in which they struggled so manfully was too strong for them; the mud-waves closed over their heads finally, as the age of the Antonines expired; and the last effort of Graeco-Roman thought to explain the universe was Neoplatonism the muddiest of the muddy an attempt to apologise for, and organise into a system, all the nature-dreading superstitions of the Roman world.

The doctrine of the pulse reached such extraordinary development that the whole practice of the art centred round its different characters. There were scores of varieties, which in complication and detail put to confusion the complicated system of some of the old Graeco-Roman writers.

The Roman Empire did attain to a high stage of such organization, and all the life went out of its art. We have reached perhaps a still higher or at least more elaborate stage of it, and the life has gone or is going out of our art. It has become even more mechanical than the Graeco-Roman.

There was the beginning there of a movement which might have developed on the lines of the Swiss Federation and grown to a Balkan Power in which the Slav element and the Graeco-Roman element could have combined, in spite of differences of language and of religion. The fact that Roumania stood out of the League was the first unfavourable circumstance.

The Roman law, as found in the Institutes, Pandects, and Novellae of Justinian, or the Corpus Legis Civilis, is the basis of the law and jurisprudence of all Christendom. The Graeco-Roman civilization, called not improperly Christian civilization, is the only progressive civilization. The old feudal system remains in England little more than an empty name.

The patriarch, the chief of the tribe, or the king, is the only proprietor. Under the Graeco-Roman system all this is transformed. The nation is territorial as well as personal, and the real proprietor is the city or state. Under the Empire, no doubt, what lawyers call the eminent domain was vested in the emperor, but only as the representative and trustee of the city or state.
