Doubtless the aim of the political managers in these States was to keep the North amused with schemes of arbitration, reconstruction, and whatever other fine words would serve the purpose of hiding the real issue, till the new government of Secessia should have so far consolidated itself as to be able to demand with some show of reason a recognition from foreign powers, and to render it politic for the United States to consent to peaceable secession.

Truly Secessia has little cause to love us; for our practical sympathy with her in her dire strait has been confined to the furnishing of war-munitions at a moderate profit of three hundred per cent.; yet, I think, even in such a cause, Georgia, Carolina, and Virginia would stand aloof, rather than dress up in line with the Yankee battalions.

Notwithstanding the numerous complications naturally generated by the vicinity of Cuba to Secessia, the Spanish government, Count Serrano, the captain-general of Cuba, and Tassara, the Spanish minister here, all have maintained the most loyal relations towards the Federal government.

The problem was to hunt up somebody who, without being anything in particular, might be anything in general, as occasion demanded. Of course, the professed object of the party was to save their country, but which was their country, and which it would be most profitable to save, whether America or Secessia, was a question that Grant or Sherman might answer one way or the other in a single battle.

How the government should treat these free-booters when captured, as some of them have been, is plain, if the usual laws of war are to be followed; they are to be punished as outlaws, and hung or shot. But, in this case, can it be done safely? There were, when I left Secessia, not less than 10,000 men organized as guerrillas. There may be far more at this writing.

I am right sorry that prudence forbids my chronicling here a name which will always stand high on my muster-roll of friends; but the memory of almost any Englishman who has visited Baltimore will fill up the blank that I must leave perforce. It seemed that there was a choice of two routes into Secessia.

The sun was sinking rapidly westward in the direction of Richmond that coveted capital of Secessia, for the possession of which so much blood and treasure had been unavailingly expended; the trees, which for so many hours had afforded no shelter from the blinding blaze, except immediately beneath their spreading branches and dust-dimmed leaves, began to cast long shadows eastward; and the fervent heat began to be more sensibly tempered by the breeze creeping in from the placid James.

I was moved thereto, partly from a wish to spare Falcon all dead weight in the shape of saddle-bags, partly from the knowledge that superfluous horse-flesh was a commodity easily and profitably disposed of in Secessia. I did not trouble myself much about my second horseman's mount, merely stipulating for a moderate animal at a moderate price.

I had gone down the river with a party of ladies, and we were opposite to Mount Vernon; but on that occasion we were assured we could not land. The rebels, we were told, would certainly seize the ladies, and carry them off into Secessia. On hearing which, the ladies were of course doubly anxious to be landed.

A tent is better for you than a handsome house. The tent, the fumes of bivouacs, inspired the Fredericks, the Napoleons, and Washingtons. Up to this day they make more history in Secessia than here. Jeff. Davis overshadows Lincoln. Jeff. Davis and his gang of malefactors are pushed into the whirlpool of action by the nature of their crime; here, our leaders dread action, and grope.
