In 1883, our German friends brought out the pamphlet in the original language. Italian, Russian, Danish, Dutch and Roumanian translations, based upon the German text, have since been published. Thus, with the present English edition, this little book circulates in ten languages.

The war with Turkey had ended many months before, but the Russian troops had not yet been withdrawn from the Danube, while thousands of Turkish prisoners of war were still under detention in Roumania. It was interesting to observe the unveiled hostility of the Russian and Roumanian officers when they met in the streets and cafes. The only salutation that passed between them was a scowl.

When the guns were hauled up into the mountains and freezing weather came, these sights burst, making the guns almost useless. Overwhelmed from both the northwest and the south, the Roumanian army, fighting gallantly, was beaten back mile after mile. Great stores of grain were either destroyed or captured by the Germans.

A Roumanian army corps, menacing Turkey's northwestern frontier during her struggle with the Balkan Allies, would certainly have seen the occupation of Constantinople by the allied forces. But those army corps were withheld through Austro-German influence and pressure on Roumania.

Before he could go in search of the ever absent guard, the woman suddenly sat up, clapped her hands, and said something; but whether it was Turkish, Roumanian, or Greek, he couldn't distinguish. A hamper was hauled from under the seat by the servant, and to his joy Pobloff saw white rolls, grapes, wine, figs, and cheese. He bowed and began eating.

The address is on the box." "True." "As to Mademoiselle Zinca Klork " "She is a young Roumanian. I knew her in Paris, where she was learning the trade of a milliner. Oh, charming " "I am sure upon it. You need not dwell on that." "She also returned to Bucharest, until she was invited to take the management of a dressmaker's at Pekin. We loved, monsieur; she went and we were separated for a year.

A saloon carriage in the train had been reserved for me there, and we set off for Rasaciuni, arriving there at 5 o'clock. The Roumanian royal train arrived a few minutes later, and I at once went across to the King. Incidentally my interview with King Ferdinand lasted twenty minutes.

She's a woman of principle, and barring the marriage, good sense too. His wife keeps him quiet, or we should be hearing of him. Forbery 's a more dangerous man. There's no intentional mischief in Con O'Donnell; it's only effervescence. I saw his game, and declined to uncork him. He talks of a niece of his wife's: have you ever seen her? married to some Servian or Roumanian prince.

"Well," Lord Hastings continued, "in Berlin I was instructed to learn what Germany planned to do to offset the Roumanian menace, for she is sure to know of Roumanians decision by this time. I had some trouble, but I succeeded at last." "And what will she do, sir?" asked Frank. "That," was the reply, "I am unable to state at this minute.

There was a three-fold reason why I did not share Germany's opinion on this question. In the first place, my point of view was that it was not our duty to mete out divine justice and to inflict punishment, but, on the contrary, to end the war as quickly as possible. Therefore my duty was to seize every means possible to prevent a continuance of the war. I must mention here that the idea prevailing in many circles that the Roumanians were quite at the end of their strength, and were compelled to accept all the conditions, is entirely false. The Roumanians held very strong positions, the moral in the army was excellent, and in the last great attack on Maracesci, Mackensen's troops had suffered very severely. This success turned the Roumanians' heads, and there were many leading men in the ranks of the Roumanian army who sided entirely with those who wished to carry on the war
