After a few months the Union decided to take advantage of the provision of the law which enabled any registered Union to withdraw its registration at six months' notice. When the time had expired, the Union repeated the demand which had been refused by the Court, and on the refusal of the Company to agree, a strike was at once declared, and the whole of the miners ceased work.
"You must get as far away from this village as possible without delay. Your presence here will lead to inquiry before many hours have passed, and subsequent registration. If that comes, you would be shot as spies without doubt, sooner or later.
The work of receiving and recording registration blanks commenced with a rush, over one hundred and fifty were filed the first day, and in a few weeks they numbered over one thousand. "A very pleasant feature of the work was the cordial coöperation encountered on all sides. Helping hands were extended everywhere.
The tenants on the estates were quite often non-registered migrants, of whom we spoke previously as "vagrants", and as such they depended upon the managers who could always denounce them to the authorities which would lead to punishment because nobody was allowed to leave his home without officially changing his registration.
The Parliament had soon resumed its defiant attitude; like M. de La Fayette at the Assembly of notables, it demanded the convocation of the States-general at a fixed epoch, in 1792; it was the date fixed by M. de Brienne in a vast financial scheme which he had boldly proposed for registration by the court.
At home the finances were falling into great disorder, the expenditure of the year greatly exceeding the income; while the feeling that their Irish policy was dictated by a wish to purchase at any price the support of O'Connell, was still more injurious to them, for he was already beginning to renew agitation in Ireland, inaugurating a new association, which, though its purposes were faintly veiled for a time under the title of the Precursor Association, was understood to point at a repeal of the Union; while the ministers, though they denounced such a measure as ruinous to every part of the kingdom, seemed willing to give it practical encouragement by a bill which they introduced, which bore the name of a Registration Act for Ireland, but which was not confined to that object.
And what substitute does the honourable Baronet give his followers to console them for the loss of their favourite Registration Bill? Even this bill for the endowment of Maynooth College. Was such a feat of legerdemain ever seen?
But in its practical operation the system is so elastic and unquestionably was so designed that it can be easily applied for the exclusion of a great part of those who nominally are admitted to the suffrage. The "character" and "understanding" tests leave virtually full power with the registration officers.
Legislators, who draw large revenues from the registration fees, and the Bourgeois dynasty, which benefits by the notary's profits, affect to overlook the fact that three-fourths of the poorer class cannot afford fifteen francs for the marriage-contract.
'Fortunate country! said Sidonia, 'that can be saved by a good registration! 'I believe, after all, that with property and pluck, said Lord Monmouth, 'Parliamentary Reform is not such a very bad thing.
