In Russia, 27 per cent of all children born during the ten-year period of 1894-1903 died the first year; in Germany, 19.5 per cent; in Italy, 17 per cent; in France, 15.5 per cent; in England, 15 per cent; in Ireland, 10 per cent; in Norway, 9.4 per cent; in New Zealand, 9.7 per cent; while in the United States in 1900, according to the census, 16.2 per cent of all children born in the registration area died the first year.
Branches were at once formed in ten adjoining towns; State offices were opened on Woodward Avenue, near the suffrage headquarters, books opened for registration and great quantities of literature sent over the State. Several debates were attempted but few materialized, as they had no home talent.
It was, in fact, a result of this enactment that the police was so reorganized as to become the willing and efficient tool which it proved to be in the riot of 1866; and having still the same personnel, it was now in shape to prevent registration by threats, unwarranted arrests, and by various other influences, all operating to keep the timid blacks away from the registration places.

Registration in these cases was voluntary and demanded the payment of a registration fee of one guinea in addition to evidence of acceptable qualification in regard to academic standing and professional training.

The poison of these dismal haunts creates a craving for stimulants, which constantly tends to break over and evade law.
