There is much fertile soil in the neighborhood of the streams, and the teeming lowlands of the Amazon and the Paraguay could readily and with immense advantage to both sides be made tributary to an industrial civilization seated on these highlands. A telegraph-line has been built to and across them. A rail-road should follow.
The grounds were broken, and John Effingham had turned the irregularities to good account, by planting and leading paths among them, to the great amusement of the lookers-on, however, who, like true disciples of the Manhattanese economy, had already begun to calculate the cost of what they termed grading the lawns, it being with them as much a matter of course to bring pleasure grounds down to a mathematical surface, as to bring a rail-road route down to the proper level.
The people of a town or county have power, to some extent, to manage their own internal affairs, and to make rules and regulations for their government; and they may buy, hold, and sell property, and sue and be sued, as an individual. When once properly drilled and each had found the place for which he was best suited, they would begin work in earnest; they would run off the slaves in large numbers, retain the strong and brave ones in the mountains, and send the weak and timid ones to the North by the underground Rail-road; his operations would be enlarged with increasing numbers and would not be confined to one locality.

A house may be bought and let to some one who wishes to hire it; or shares in a rail-road, or a bank, or a bridge, may be taken. Such kinds of property as those are managed by directors, who take care of all the profits that are made, and twice a year divide the money among the persons that own the shares.
In the "wheelway" for land of this character the wheels need not be elevated more than a very few feet above the ground, just enough to keep them clear of the drift sand which in some places is fatal to the carrying out of any ordinary railway project. The conception of a truck or other vehicle that shall practically carry its own rail-road has been an attractive one to some inventive minds.
New Haven is situated at the head of a fine bay, four miles from Long Island Sound, and seventy-six miles from New York, on the direct line of Rail-road, and great thoroughfare between that city and Boston, and can be reached in three hours by Rail-road and about five by water from New York.
If I didn't see what I wanted I asked for something else. In about half an hour I had a dozen cigars, five story magazines, and seven or eight rail-road time-tables in my pockets, and never a smell of coffee or bacon to point out the trail. "Once a lady sitting at a table and playing a game kind of like pushpin told me to go into a closet that she called Number 3.
