After the Pashas had finished, the inferior officers of the Army, Navy, and Civil Service followed, to the number of at least a thousand. They were not considered worthy to touch the Sultan's person, but kissed his golden scarf, which was held out to them by a Pasha, who stood on the left of the throne. The Grand Vizier had his place on the right, and the Chief of the Eunuchs stood behind him.

Before the august arrival, numerous officers collected, colonels and pashas went by with their attendant running footmen; the most active, insolent, and hideous of these great men, as I thought, being His Highness's black eunuchs, who went prancing through the crowd, which separated before them with every sign of respect.

Their title, given by the Sultan who first enrolled them, meant New Soldiers, their ensign was a camp kettle, as that of their Pashas was one, two, or three horses' tails, in honor of the old Kurdish chief, the founder of the Turkish empire; but there was no homeliness in their appointments, their weapons scimitars, pistols, and carabines were crusted with gold and jewels; their head-dress, though made in imitation of a sleeve, was gorgeous, and their garments were of the richest wool and silk, dyed with the deep, exquisite colours of the East.

One painful thought obsessed him. He believed that the two Egyptian officers, who had been put to death after the defeat in March, had been unjustly executed. He had given way to 'outside influences'; the two Pashas had been 'judicially murdered'. Again and again he referred to the incident with a haunting remorse.

This was very much the case in Cairo in the olden days, and khalifs and cadis, muftis and pashas, were not very scrupulous about whose money or possessions they administered, and even to-day in some Mohammedan countries it is not always wise for a man to grow rich.

In Turkey, it obliges the sultan to permit the extortion of the pashas and governors of provinces, from whom he afterwards squeezes presents or takes forfeitures: in England, it engaged the queen to erect monopolies, and grant patents for exclusive trade; an invention so pernicious, that had she gone on during a tract of years at her own rate, England, the seat of riches, and arts, and commerce, would have contained at present as little industry as Morocco or the coast of Barbary.
