We know now and General Shafter should have known then that the column of reinforcements from Manzanillo was not led by General Pando, but by Colonel Escarrio, and that at the very time when Shafter, in successive telegrams, was placing it "at Palma," "six miles north," "near a break in the railroad," and "some distance away," it was actually in the Santiago intrenchments, ready for business.
He received information to the effect that General Pando, with a strong column of Spanish regulars, was approaching Santiago from the direction of Manzanillo; but he never took any adequate steps to ascertain where General Pando was, when and by what road he might be expected to arrive, or how many men he was bringing with him.
General Garcia reported he holds the railroad from Santiago to San Luis and has burned a bridge and removed some rails; also that General Pando has arrived at Palma and that the French consul, with about 400 French citizens, came into his line yesterday from Santiago. I have directed him to treat them with every courtesy possible. SHAFTER, Major-General.
Yesterday I caught a sepoy, Pando, belabouring a camel with a big stick as thick as any part of his arm, the path being narrow, it could not get out of his way; I shouted to him to desist; he did not know I was in sight, to-day the effect of the bad usage is seen in the animal being quite unable to move its leg: inflammation has set up in the hip-joint.
Pando, with 8,000 reinforcements for the enemy, was en route from Manzanillo, and might be expected in a few days. Under these conditions, I determined to give battle without delay. Early on the morning of July 1st, Lawton was in position around El Caney, Chaffee's Brigade on the right, across the Guantanamo road, Miles' Brigade in the center, and Ludlow's on the left.

In the year 1899 President Pando inaugurated civil government, and, having proved himself an able and powerful soldier, now turned his attention to the industrial and commercial status of the country.
"I do," replied the most ill-favored of the crew, stepping forward. "You are a guerilla, are you not?" "A captain of irregular cavalry, señor. And you?" "I," replied the lieutenant, "am a major of regulars, attached to the staff of General Luis Pando, and on an urgent mission to Jiguani. My horse was killed by insurgents this morning, and I had a narrow escape, leaving one of them dead."
They think that a man of honor would never have made a promise he did not intend to keep, and therefore, in this hour of trouble, when he is accused of being a traitor to his cause, he finds few people willing to believe in him. If he is indeed true to the cause, he is in a very sad position. It has been officially announced that General Pando has been heard from.
Pando was elected President of the Republic of Bolivia, priestly rule remained as strong as ever. To enter on and retain his office he must perforce submit to Church authority. When in his employ, however, I openly declared myself a Protestant missionary; and, because of exploration work, was made a Bolivian citizen.
