So great is the contempt for the law that it is employed by the unscrupulous as a means of offence against the innocent. Frontier Pathans commit outrages almost unbelievable in their daring. Mass-meetings are held and agitation spreads in regard to topics quite outside the business of orderly people.
Such assemblies, convoked in the name of a distant sovereign, whose face his subjects had never seen, whose language they could hardly understand, were very different from those tumultuous mass-meetings, where boisterous freemen, armed with the weapons they loved the best, and arriving sooner or later, according to their pleasure, had been accustomed to elect their generals and magistrates and to raise them upon their shields.
Four large mass-meetings were held during the convention, all of them addressed by women. Mrs. Annie Wittenmyer, of Philadelphia, was elected president; Miss Frances E. Willard, of Chicago, corresponding secretary; Mrs. Mary C. Johnson, of Brooklyn, recording secretary; Mrs. Mary A. Mass-meetings of protest in Bombay resulted in government action, fixing maximum rents for some of the tenements occupied by artisans and labourers. Setting maximum rental does not, however, make more room."

The Prince, from the first moment of his abandoning the ancient doctrines, was disposed to make the attempt. The Duchess ordered the magistrates of Antwerp to put down these mass-meetings by means of the guild-militia.
Noah Brooks, the well-known journalist and author, who at that time lived in Northern Illinois and attended many of the great Republican mass-meetings. "At one of these great assemblies in Ogle County," says Mr. Brooks, "to which the country people came on horseback, in farm wagons, or afoot, from far and near, there were several speakers of local celebrity. But we could not land. We staid all day and looked, we abused the man who invented quarantine, we held half a dozen mass-meetings and crammed them full of interrupted speeches, motions that fell still-born, amendments that came to nought and resolutions that died from sheer exhaustion in trying to get before the house. At night we set sail.
In New York, Philadelphia, and Charleston mass-meetings of the people voted that the consignees should be ordered to resign their offices, and they did so. At Philadelphia the tea-ship was met and sent back to England before it had come within the jurisdiction of the custom-house.
