The levee en masse, or rising in a body, which has been for some time decreed, has not yet taken place. There are very few, I believe, that comprehend it, and fewer who are disposed to comply.

His engine house was within a few doors of Taylor Street, where the break of the levee occurred. The department watchers, fearing being flood-bound, sounded the fire call simultaneously with the break in the levee. "When the horses, which were hitched in record time, reached the street," said Vincent, "we were met by a wall of water which must have been ten feet high.

The British used their bayonets, the riflemen their hunting knives. At last, a thick fog from the river made it impossible to tell friend from foe. The redcoats retreated and found shelter behind the levee. The Americans fell back about three miles and camped. This bold night attack cost the British five hundred in killed and wounded, and saved New Orleans from capture.

Very generally, the States have created agricultural experiment stations and model farms, drainage districts in the South, a levee system on the Mississippi River, and irrigation districts in the West; artesian wells in Texas, and in several States, State dairy bureaus.

It was late at night when the Montezuma arrived at New Orleans. The steamer quietly took her berth at the levee, so that few of the passengers took any notice of their arrival, and contentedly turned over in their berths to wait the advent of the coming day. I asked him if he had observed anything peculiar among the dozen planters and overseers standing a short distance from us, when the Captain sent us word that our position was a very dangerous one, as they expected the Essex to open fire every instant, and we had best stand below the levee, higher up, where we would be safe from shells.

He hoped to reach the river, where among the immense piles of stores heaped along the levee, or among the shipping, he might secrete himself, but a patrol guard suddenly appeared a block away, and his retreat was cut off.

On the Levee in New Orleans, he first met a painter whom he thus describes: "His head was covered by a straw hat, the brim of which might cope with those worn by the fair sex in 1830; his neck was exposed to the weather; the broad frill of a shirt, then fashionable, flopped about his breast, whilst an extraordinary collar, carefully arranged, fell over the top of his coat.
