It is known to you that some of the Western tribes of Indians, roaming through the extensive prairies west of Arkansas and Missouri, particularly the Camanches and Kiowas, have, for some years, interrupted the peace of that quarter, by predatory attacks upon our citizens, and upon the indigenous and emigrant Indians whom we are under obligations to protect.

The flight and pursuit of Fred Munson took place at a critical period in the affairs of all parties and so mixed up the business that it was thrown entirely out of gear and almost into inextricable confusion. It seemed that there was a party of Kiowas in hiding, and awaiting the chance to open fire upon the approaching Apaches.

He is, perhaps, so ignorant of Indian matters as to think that all the Indians of the country form one homogeneous community, and cannot understand how it should be, that, while Cherokees are supporting churches and colleges and orphan asylums at home, and sending their sons to receive classical and professional education in the best schools of the East, Kiowas should roast their prisoners alive, and brain the babe before the eyes of its mother.

I then arrested both him and Lone Wolf and held them as hostages a measure that had the effect of bringing back many of the warriors already beyond our reach. When we arrived at Fort Cobb we found some of the Comanches already there, and soon after the rest of them, excepting one band, came in to the post.
