At a number of Congresses, in his articles in Die Welt, Herzl showed how that idea had become an integral part of his life, although his first thoughts ran in quite another direction. But his analysis of anti-Semitism and how to approach the problem remains true today after Hitler, as it was true then after Dreyfus. This was the authentic revelation that in his last days was fixed in his mind.
He graduated at the University of Vermont in 1840, and was admitted to the bar in 1842. He served three years as a Representative, and two years as a Senator, in the Vermont Legislature. He subsequently served three years as Auditor of State. In 1863 he was elected a Representative from Vermont to the Thirty-Eighth Congress, and was re-elected to the Thirty-Ninth and Fortieth Congresses.
Kings, and emperors, and presidents, parliaments, and congresses, and assemblies, and courts, and legislators, and judges, may labor in vain to influence or to reform mankind, so long as female influence is not what it should be.
Of the remarkable congresses held in connection with the World's Fair, perhaps those inaugurated by the advocates of single tax exceeded all others in vital enthusiasm. It was possibly significant that all discussions in the department of social science had to be organized by partisans in separate groups.
The question has been discussed in the Fifty-second, Fifty-fourth, and Fifty-fifth Congresses, in each of which some effort has been made looking toward laying a cable at least as far as the Hawaiian Islands. The time has now arrived when a cable in the Pacific must extend at least as far as Manila, touching at the Hawaiian Islands and Guam on the way.
'Lois, he said, smiling, 'there is a bright company aloft, and watching me. Raphael and Titian are of them. And West will come some day. And, 'God! he murmured, wonderingly, 'What fellowship will be there! What knowledge to be acquired a half hour hence and leave this petty sphere to its own vexed and petty wrangling, its kings and congresses, and its foolish noise of drums.
In Belgium, Vandervelde, who has usually represented himself as an advocate of compromise between the two wings in international congresses, has now come out for a position more reformistic than that of Jaurès and only exceeded by the British "Labourites."
Autumn brings its congresses scientific, ecclesiastical, archæological but the prettiest of autumnal congresses is the children's congress by the sea. It is like a leap from prose into poetry when we step away from Associations and Institutes, from stuffy lecture-rooms and dismal sections, to the strip of sand which the children have chosen for their annual gathering.
The late King Victor Amedee took great pains to form such of his subjects as were of any consideration, both to business and manners; the present king, I am told, follows his example: this, however, is certain, that in all courts and congresses, where there are various foreign ministers, those of the King of Sardinia are generally the ablest, the politest, and 'les plus delies'. You will therefore, at Turin, have very good models to form yourself upon: and remember, that with regard to the best models, as well as to the antique Greek statues in the print, 'non mai a bastanza'. Observe every word, look, and motion of those who are allowed to be the most accomplished persons there.
He was returned by increased majorities to the Thirty-Ninth and Fortieth Congresses. EBENEZER DUMONT was born in Vevay, Indiana, November 23, 1814. He was educated at the Indiana University, and adopted the profession of law. In 1838 he was elected a member of the Indiana Legislature, and from 1839 to 1845 held the office of County Treasurer.
