The latest thorough census of the Hawaiian Islands was taken in September, 1896, but the population was closely estimated July 1st, 1897. We should before this have availed ourselves of the concession made many years ago to this Government for a harbor and naval station at Pearl River. Many evidences of the friendliness of the Hawaiian Government have been given in the past, and it is gratifying to believe that the advantage and necessity of a continuance of very close relations is appreciated.

The value of Hawaiian exports had increased, government revenues enlarged, and many public improvements had been made. In 1884 the grant of Pearl Harbor to the United States as a naval station made still another bond of connection between the islands and their big neighbor. Then blessing the company with uplifted hands, Keaulumoku sank back lifeless. He was buried with solemn rites in a temple, and, under the inspiration of his prophecy, Kamehameha began his work of conquest.

Hawaii had been annexed at the behest of the Hawaiian Government; Porto Rico had been occupied as a part of the war strategy and without any protest from the Porto Ricans. Both were ratified by the Hawaiian Legislature in accordance with a provision of the constitution of the republic, and that body, by unanimous vote of both Houses, on May 27, 1896, declared: "That the Legislature of the republic of Hawaii continues to be, as heretofore, firmly and steadfastly in favor of the annexation of the Hawaiian Islands to the United States of America, and in advocating such policy it feels assured that it is expressing not only its own sentiments but those of the voters of this republic."
