The German Chancellor, Bethmann-Hollweg, also said in the Reichstag, "We also, sirs, sincerely desire to live in peace and friendship with England" an announcement received with complete silence. Some applause greeted his statement that he would welcome any definite proof that England desired friendlier relations with Germany. Thus ended the year 1911.

At present the campaign against the Chancellor is closely connected with internal policies of the Conservatives and the big land owners. The latter are fighting Bethmann-Hollweg because he promised the people, on behalf of the Kaiser, the enactment of franchise reforms after the war."

The growing fear of the effects which President Wilson's notes were having upon Americans and upon the outside neutral world caused opposition to von Tirpitz to gain more force. In desperation von Tirpitz and his followers extended the anti-American propaganda and began personal attacks upon von Bethmann-Hollweg.

Bethmann-Hollweg when addressing the Reichstag drew a terrifying picture of French armies standing ready to invade Belgium, but he knew full well that the necessary base-fortresses were lacking on the Franco-Belgian frontier. At present it is impossible to test the value of this evidence.
