Before consigning the German Chancellor's Pecksniffian oration to well-deserved oblivion, there is one other fact to state, because it is of immediate interest to Great Britain. In the person of Bethmann-Hollweg the German Government stood before the world on August 4th, 1914, and endeavoured to prove that Germany was attacked, and that her conscience was clear.
It is, however, impossible to say when, if ever, the rulers of Germany agreed to attack; and to the last the Imperial Chancellor, Bethmann-Hollweg, struggled to delay if not to avert the breach. But he gradually lost his grip on the Kaiser.
He had not been in Berlin many days before an interview with Bethmann-Hollweg was handed to him on a silver plate.
