And that restriction is 'like that of the libations' i. e. it is analogous to the restriction under which the sava-libations, beginning with the Saptasurya-libation, and terminating with the Sataudana-libation, are offered in the one fire which is used by the followers of the Atharvan, and not in the ordinary three fires. Scripture also declares this. Up.

He, on the other hand, should be known by thee to be possessed of the knowledge of the Brahman who doth not deviate from Truth. O Kshatriya, the verses that were recited by Atharvan to a conclave of great sages, in days of old, are known by the name of Chhandas.

Vasudeva, called there the highest Brahman who is antagonistic to all evil, whose nature is of uniform excellence, who is an ocean, as it were, of unlimited exalted qualities, such as infinite intelligence, bliss, and so on, all whose purposes come true perceiving that those devoted to him, according as they are differently placed in the four castes and the four stages of life, are intent on the different ends of life, viz. religious observances, wealth, pleasure, and final release; and recognising that the Vedas which teach the truth about his own nature, his glorious manifestations, the means of rendering him propitious and the fruits of such endeavour are difficult to fathom by all beings other than himself, whether gods or men, since those Vedas are divided into Rik, Yajus, Saman, and Atharvan; and being animated by infinite pity, tenderness, and magnanimity; with a view to enable his devotees to grasp the true meaning of the Vedas, himself composed the Pankaratra-sastra.
Other places again were filled with the harmonious strains of Saman hymns sung by vow-observing Rishis. At other places the asylum was decked with Brahmanas learned in the Atharvan Veda. At other places again Brahmanas learned in the Atharvan Veda and those capable of chanting the sacrificial hymns of the Saman were reciting the Samhitas according to the just rules of voice.
It can hardly be doubted that the ancestors of the Indians and Iranians once practised almost identical forms of religion and had even a common ritual. The chief features of the fire cult and of the Soma or Haoma sacrifice appear in both. The sacrifice is called Yajña in the Veda, Yasna in the Avesta: the Hotri priest is Zaotar, Atharvan is Athravan, Mitra is Mithra.
That Brahmana who recites this high declaration of the Vedas at the time of a Sraddha attains to the highest reward. A gift of earth is a high expiation for the sin of those puissant men who betake themselves to Atharvan rites for doing injuries to others. Indeed, by making a gift of earth one rescues ten generations of one's paternal and maternal race.
Beggars, principal judges, astrologers, performers of propitiatory and Atharvan rites, treasury, allies, grain, and all other requisites, constitute the body, composed of seven attributes and eight limbs, of a kingdom. Chastisement is another powerful limb of a kingdom. God himself has, with great care, sent Chastisement for the use of the Kshatriya.
