"The Eastern States were very willing to indulge the Southern States" in the unrestricted prosecution of their piratical traffic, provided in return they could be gratified by no restriction being laid on navigation acts!! Had there been no other provision of the Constitution justly liable to objection, this one alone rendered the support of that instrument incompatible with the duties which men owe to their Creator, and to each other.

Could trade directly between the United States and ports in France or Europe. But could not trade directly between a French West India island and France, or a Spanish West India island and Spain, or a Dutch colony and Holland. To evade this last restriction, by combining the voyages allowed in numbers 1 and 2, was easy.

The business cycle is man-made; and men of good will, working together, can smooth it out. So far as business is concerned, it should plan for steady, vigorous expansion seeking always to increase its output, lower its prices, and avoid the vices of monopoly and restriction.

Within this I was free to move about as I chose. Though I was yet a mere child my father did not place any restriction on my wanderings. In the hollows of the sandy soil the rainwater had ploughed deep furrows, carving out miniature mountain ranges full of red gravel and pebbles of various shapes through which ran tiny streams, revealing the geography of Lilliput.

On the 11th of December he was suddenly informed that he was to be brought before the Convention; and from that day forth he was cut off from all intercourse with his family, even his wife being forbidden to see or hear from him. The barbarous restriction afforded him one more opportunity of showing his amiable unselfishness and fortitude.

The symmetry and purity of the Government would doubtless have been better preserved if this restriction of the power of appropriation could have been maintained without weakening its ability to fulfill the general objects of its institution, an effect so likely to attend its admission, notwithstanding its apparent fitness, that every subsequent Administration of the Government, embracing a period of thirty out of the forty-two years of its existence, has adopted a more enlarged construction of the power.

The next day a huge doll obliterated from my mind the new baby which had arrived that morning. We were left very much alone in our nursery, as my mother travelled from pillar to post, hunting for health for her child Pauline. Our nurse, Mrs. Hills called "Missuls" for short left us on my tenth birthday to become my sister's lady's-maid, and this removed our first and last restriction.

Governor Saltonstall, mild in his personal attitude toward the three other groups of dissenters, thoroughly disapproved of the Baptists, seeming to fear their growing influence in New England and their increasing importance in the mother country. He believed in a policy of restriction and oppression toward the mere handful of them that had settled within his jurisdiction.

The teaching of Mill brings us close to the heart of Liberalism. We learn from him, in the first place, that liberty is no mere formula of law, or of the restriction of law. There may be a tyranny of custom, a tyranny of opinion, even a tyranny of circumstance, as real as any tyranny of government and more pervasive. Nor does liberty rest on the self-assertion of the individual.

That the hypotheses should be of this particular character, is however no further necessary, than inasmuch as no others could enable us to deduce conclusions which, with due corrections, would be true of real objects: and in fact, when our aim is only to illustrate truths, and not to investigate them, we are not under any such restriction.
