I will not call it a 'garden city', for a garden city represents an attempt to add some of the features of the country to a town. Silchester, I fancy, represents the exact opposite. It is an attempt to insert urban features into a country-side. On the death of his wife in 271 he proclaimed her deity and his own as well in the worship of the Theoi Adelphoi, the 'Gods Brethren'. Of course there was flattery in all this, ordinary self-interested lying flattery, and its inevitable accompaniment, megalomania.
