October 8th. Yesterday I happened to be calling at the Embassy, when a young English gentleman made his appearance, and quietly asked whether he could take any letters to England. He is to start to-day in a balloon, and has paid 5,000f. for his place. I gave him a letter, and a copy of one which I had confided on Wednesday to an Irishman who is trying to get through the lines.
When the matter had transpired some time, he persuaded her to feign sickness. The simple woman asked why she should do so. "The insurance people," he replied, "will, when they consider that you are dangerously ill, prefer to give you 100,000f., rather than pay the 515,000f. in the certainty of your death. You can give them up your policy, accept the compromise, get well again, and be rich."
At No. 27, Rue Oudinot, where Les Ambulances de la Presse have their Head-Quarters, the bodies of 52 persons thus despatched are now deposited. On one, which is dressed in the uniform of a National Guard, bank notes to the amount of 150,000f. were found. Viard, a member of the Commune, was arrested in the Rue de l'Université yesterday.
He mentioned to M. de Bouillé the object of his mission, confessed to him that the king had recently given Mirabeau 600,000f. He then revealed to him the plan of his counter-revolutionary conspiracy, the first act of which was to be an address to Paris and the Departments demanding the liberty of the king. Every thing in this scheme depended upon the rhetoric of Mirabeau.
This army, paid by a subsidy of 15,000,000f. of Spain, and commanded by Gustavus in person, was to land upon the coast of France, and march upon Paris, whilst the forces of the empire crossed the Rhine. These bold plans of the two northern courts were displeasing to Leopold and the king of Prussia. They reproached Catherine with not keeping her promises, and making peace with the Turks.
A Flow of Dollars. The resolutions were then unanimously adopted and a committee was appointed to receive subscriptions. About 40,000f. were subscribed on the spot. The American bankers all agreed to open subscriptions the next day at their banking houses. "Buffalo Bill" subscribed the entire receipts of one entertainment to be given under the auspices of the committee.
Knaves, for desiring the public's money without giving them an equivalent. I am an honest man. I have no bad habits; and I now declare, if any trader, inventor, manufacturer, or philanthropist will show me better pencils than mine, I will give him 1,000f. no, not to him, for I abhor betting but to the poor of the Thirty-first Arrondissement, where I live."
The capital is said to be the largest piece of bronze ever cast, the height is 163 feet, and it is surmounted by an orb on which is placed the figure of Liberty; and is ornamented with lions, heads, cocks, children bearing garlands and other emblematical objects, but the effect of the whole is not happy, there is a sort of indescribable deficiency, although the cost was 1,200,000f., besides an immense outlay, years before, for the foundation.
The plan, to which the former devoted great attention, was to land on the coast of Wales from 1000 to 1200 forçats, to be commanded by a certain Mascheret, of whom Hoche wrote that he was 'le plus mauvais sujet dont on puisse purger la France. In a plan accepted and forwarded by Hoche, it was laid down that the band, on reaching the enemy's country, was, if possible, not to fight, but to pillage; each man was to understand that he was sent to England to steal 100,000f., 'pour ensuite finir sa carrière tranquillement dans l'aisance, and was to be informed that he would receive a formal pardon from the French Government.
