The dissolution of the Triple Alliance, and Germany's new alliance with France and Russia, had caused a complete alteration in the political horizon. He heard the stamping of horses, the clash of arms, the thunder of cannon. The war was full of importance and boundless possibilities. It was a question of Germany's existence! Her losses up to the present were estimated at more than three milliards.

Shortly before the War, according to successive statistics, the private wealth of France did not amount to more than 250 milliards. The wealth of Belgium, according to official statistics published by the Belgian Ministry of Finance in 1913, amounted to rather less than 30 milliards of francs. The estimate is perhaps a trifle low.

France especially believes, or has said on several occasions she believes, that Germany can pay without difficulty 350 milliards. After many stupidities and many exaggerations which have helped considerably to confuse the public, in face of the new difficulties which have arisen, new arrangements for the payment of the indemnity have been established.

But the financial situation and the exchanges of the conquered countries, even that of Germany, may be called desperate. If expressed in percentages, the German mark is worth 5.11 per cent. in comparison with the pound sterling and 3.98 per cent. of the dollar. What possibility is there of systematizing the exchange? Germany was compelled this year to carry her expenses to 130 milliards of marks.

* The mandats were, in fact, but a continuation of the assignats, under another name. The last decree for the emission of assignats, limited the quantity circulated to forty milliards, which taken at par, is only about sixteen hundred millions of pounds sterling! What I have hitherto written you will understand as applicable only to the troops employed on the frontiers.

Is M'sieu' tired? And would he care to hear the story? There is a comfortable chair sous le grand arbre in front of the veranda, and Madame will give M'sieu' a glass of wine from the presses, across the road. Yes, it is good wine, but there is little profit in it, when one thinks in milliards. The landowner lights his pipe and seats himself cross-legged against the trunk of the big chestnut.

He drew up a bill against the Teutons for one thousand and eighty-six milliards of francs.

At the left were more attractions: another menagerie, a heap of ostensible gold representing the five milliards paid by France, a gallery of astonished wax soldiers representing the Franco-Prussian war, a cook-shop with "mythologic" confectionery. Farther on, in the Théâtre Casti, was exposed the "renowned buffoon Peppino," breveted by His Majesty the "king of Egypt;" then came the Chiarini Theatre; then the Théâtre Adrien Delille, an enchantingly pretty structure, where receptions were given by a little creature who should have sat under a microscope: she was "the Princess Felicia, aged thirteen, born at Clotat, near Marseilles, weighing three kilogrammes and measuring forty-six centimètres a ravishing figure, admirably proportioned in her littleness and tout

Their children begin the same story over again as soon as they grow up, and so it goes on for hundreds of years and milliards of men live worse than beasts in continual terror, for a mere crust of bread. The whole horror of their position lies in their never having time to think of their souls, of their image and semblance.

Darwin says he can set no limit to the changes of structure, habits, instincts, and intelligence, which these simple laws in the course of millions or milliards of centuries may bring into existence.
