Maclay says: "In this brilliant cruise Captain Stewart proved himself an officer of rare ability.
Senator Maclay of Pennsylvania regarded Hamilton's plans as wildly extravagant in their conception and iniquitous in their practical effect. In his opinion, Hamilton had "a very boyish, giddy manner, and Scotch-Irish people could well call him a 'skite." Jackson of Georgia exposed to the House the folly of Hamilton's proposals by pointing out that a funded debt meant national decay.
In 1789 Senator Maclay saw "him as he really is. In stature about six feet, with an unexceptionable make, but lax appearance. His frame would seem to want filling up. His motions rather slow than lively, though he showed no signs of having suffered by gout or rheumatism. His complexion pale, nay, almost cadaverous.
Maclay describes the first of these theatre parties as follows: "I received a ticket from the President of the United States to use his box this evening at the theatre, being the first of his appearances at the playhouse since his entering on his office. I am old, and notices or attentions are lost on me.
In due time John Adams was chosen vice-president, and became chairman. The Senate sat for several years in secret session; but from the journal of William Maclay, senator from Pennsylvania, we learn many interesting details, and know that the casting vote of the chairman was often necessary to settle important questions. The time and manner of electing members of the House was left to the States.
Brief as was the period of consideration as compared with the practice since that day, Maclay noted indignantly that the merchants had "already added the amount of the duties to the price of their goods" so that a burden fell upon the consumers without advantage to the Treasury.
The war had hardly proceeded two years when it was formally declared in the House of Commons that the losses to American privateers amounted to seven hundred and thirty-three ships, of a value of over $11,000,000. Mr. Maclay estimates from this that "our amateur man-of-war's men averaged more than four prizes each," while some took twenty and one ship twenty-eight in a single cruise.

The letters of the maker's name were almost obliterated, but after a careful study I was able to make them out. The name was Maclay & Robitaille, and the place of manufacture Quebec.
