I do not know whether American privateers, landing at Liverpool, would carry away a few of the more elegant factory chimneys as a substitute for the superstitious symbols of the past. I know not if the English, on ripe reflection, would essay with any enthusiasm to get them back.

We got the two Pinnaces into the water, to try 'em under sail, having fixed each of 'em with a Gun, after the manner of a Patterero, to be useful as small Privateers, hoping they'd be serviceable to us in little winds to take vessels. March 15th, Land again, and we supposed it was Lobos; and sure enough, on the 17th, we got well unto anchor off that Island, but found nobody at the place.

On the 5th we met with eight Dutch men of war, which were cruizing on purpose to convoy us safe home, accompanied by four victuallers and three of the Company's privateers. On the 15th July we all arrived safely in the Texel, and got on the 17th to Amsterdam.

The taste for depredation had become so general and contagious, that privateers were now allowed to be fitted out, which equipments quickly degenerated to the most cruel of pirates.

It was a very tempting field for the brave and enterprising Americans and when, in March, 1776, Congress gave them permission to fit out and sail privateers, they were quick to use the chance of securing prize money as it was called.

Lyttleton and the English government were evidently attempting the rather difficult circus feat of riding two mounts at the same time. The instructions from England, as Lyttleton himself acknowledged in his letter of 15th October 1663, distinctly forbade further hostilities against the Spanish plantations; on the other hand, there were no specific orders that privateers should be recalled.

Since that letter we have heard nothing from him, and we are ignorant how matters stand, over there. No part of them was left so undefended as the Irish coast; and, after a time, the captains of some of the American privateers, learning how little resistance they had to fear, ventured into St. George's Channel, penetrated even into the inland waters, and threatened Carrickfergus and Belfast.

Does any article in either of the treaties prevent ships of war, other than privateers, of the powers opposed to France, from coming into the ports of the United States to act as convoys to their own merchantmen? or does it lay any other restraints upon them more than would apply to the ships of war of France?
