Truelove, without imputing any motives to the reverend gentleman, was unwilling to insert the thin end of the wedge; so the telegram was sent to a London Hospital, and Mr. Whitlock, the mayor-elect, undertook to be treasurer, and to print and circulate an appeal for supplies of all sorts.

But Mr. .Whitlock, who had received his training in shirt-sleeve diplomacy as Socialist Mayor of Toledo, Ohio, was as impervious to German suggestions as he had been to the threats and pleadings of party politicians, and told Baron von der Golz, the German Governor, politely but quite firmly, that he did not take his orders from Berlin but from Washington.

When an Englishman, or a German, or a Hottentot, or any other kind of a human being gets to know Whitlock, he recognizes that here is an honest man with a big heart. When leading Belgians came to him and said that winter would find Belgium without bread, he turned from the land that has the least food to that which has the most his own land. For Belgium is a great shop in the midst of a garden.

Many members of the colony left as soon after the war began as they could, but some, headed by Minister Brand Whitlock, remained. When the Belgian court left Brussels for Antwerp, and later for Le Havre, part of the diplomatic corps followed it, but a smaller part stayed in Brussels to occupy for the rest of the war a most peculiar position. Mr. Whitlock elected to stay.

Whitlock telegraphed to our Ambassador in London: "Miss Cavell sentenced yesterday and executed at 2 o'clock this morning, despite our best efforts, continued until the last moment." The sentence had been confirmed and the execution ordered to be carried out by General von Bissing, the German Governor General of Belgium.

The return of the troop from Persia, and the efficient manner in which the brigades under Sir Hugh Rose, Havelock, Mitchell, Whitlock and others were handled, proved too much for the mutineers, and after an obstinate contest which lasted over two years, during which time a heavy loss of life had been sustained on both sides, the rebellious native troops were beaten at all points, and law and order once more restored throughout the country.

He has a direct way of going at things. One day, while the Belgian Government still was in Brussels and Whitlock in charge of the German legation, the chief justice called upon him. It was suspected, he said, that on the roof of the German legation, concealed in the chimney, was a wireless outfit.

He so much resembled a British officer that he was arrested as a British derelict and was informed that he would be shot at once. He escaped only by offering to walk to Brand Whitlock, in Brussels, reporting to each officer he met on the way.

He was the "one man," not by virtue of any official or artificial rank but by sheer personal superiority in both constructive administrative capacity and effective practical action. Whenever Hoover came, he tried to keep his presence unknown except to us and Minister Whitlock and the heads of the Belgian organization and the German Government with whom he had to deal.
