We have gone daffy over things like steam, electricity, water-power, buildings, railroads and ships, and we have forgotten the human soul upon which all of these things depend and from which all of these things originate. The first step is to give more thought and attention to people, to establish more points of contact.

In the season for flowers, which is generally during the months of May and June, its pretty pink-coloured blossoms form a conspicuous display in the great variety which adorn the fields of California. The water-power in California is ample for any required mill purposes. Timber for lumber is not so convenient as is desirable.

Though they take land from agriculture, they probably add to the life of the community as much in other ways as they detract in this. Moreover glaciation diverted countless streams from their old courses and made them flow over falls and rapids from which water-power can easily be developed.

Here is the region in which you find those famous roofs from which the rain-water runs toward two different seas, and the mountain-tops from which you may look into eight or ten German states. The abundance of water-power and the presence of extensive coal-mines allow of a very diversified industrial development in Middle Germany.

The ground rose at first gently and then steeply from the lake, while the splashing sound of a stream on one side gave promise of good water-power for the new settlement. There were not only firs but many hard-wood trees. Such are those which shed their leaves, maple, birch, oak, beech, and others, all destined soon to fall before the sturdy backwoodsman's axe.

Men at the top gathering into their hands the necessities of life: oil, meat, coal, water-power, wool; seizing on the railroads, those only modern means of social exchange; snatching strings of banks wherein the people's money was being saved; and using their mighty money-power to corrupt legislation, to thwart the will of the voters, to secure new powers, to crush opposition.

"But if you don't mean it if you have put yourself on record and if you're obliged to step up and honor the draft you've sanctioned what's going to happen in the showdown?" Attorney Despeaux moderated his mordancy and became tolerantly patient in enlightening the ignorance of one of his employers. "The people are hungry for some kind of fodder in this water-power proposition.

The politico-economic school that would at once change the existing order of things with as much sang-froid as a miller substitutes steam for water-power forgets that society is not a machine; that it was not made to order like a newspaper editorial, and that to attempt by a radical process to make it other than what it is to change its genius arbitrarily were as fatuous as trying to transform a wolf into a watchdog by a chemical process or surgical operation.

It was drawn out so as to cover antitrust legislation, control and taxation of corporations, water-power, railroad rates, etc., pure-food law, white-slave traffic, and a host of others.

Both brought grist to Miller Bull, the fortunate and practical-minded owner of such vast water-privileges. His water-power seems proof against all floods, while the corn of all nations must come to his door. Standing under these drooping elms, by this lazy stream, we hear none of the clatter of the great mill, and we cease to dream of affixing a period to its noiseless and effective work.
